Will implement ILP regulation systematically: Rio

Nagaland Chief Minister, Neiphiu Rio said that the Inner Line Permit (ILP) regulation will be implemented systematically.

Speaking at the 2023 General Body Meeting of the Nationalist Democratic Progressive Party (NDPP) at the State Banquet Hall, Kohima, on September 16, Rio likened Dimapur to a miniature India where people from all over the country and foreigners stay.

While stating, “We should formalize who should be in what status,” he said that Indian citizens in Nagaland, who have come before statehood will be permanent residents. He added that those who come with business and investment purposes will get temporary residents status and those working in the private sector will get a “long-stay” identity card.

He said that the administration and police are working hard to solve the ILP issue and a committee has been set up by the government. “We will do but it should be practical for everybody,” he maintained.

Govt to immediately implement RIIN
Rio said that state will immediately implement the Registration of Indigenous Inhabitants of Nagaland (RIIN) in the state. According to him, the state government introduced the RIIN to countercheck false indigenous certificates issued in the past.

In Nagaland, he said that the village councils have the authority but cautioned that any village authority making false recommendation for indigenous certificate will invite criminal proceedings.

He maintained that the authority lies with the village council, while the nearest administrative officer will serve as the verifying officer, who will then forward it to Deputy Commissioners for the final process of issuing the indigenous certificate. 

Encourages ‘Made in Nagaland’
Rio also highlighted the importance of promoting "Made in Nagaland" products, particularly encouraging the women's organizations in this aspect. He emphasised the need for formalizing the production of clothing and urged women's organizations to collaborate with tribal designers. He stated that once the designs are approved, the government will help them with the yarns to be woven and purchasing the approved products. Additionally, Rio mentioned the government's plans to export handloom and handicraft products.
