A farewell programme for outgoing Deputy Commissioner (DC) Vineet Kumar, IAS, along with a welcoming ceremony for incoming DC Mhathung Tsanglao, NCS, was held at the Conference Hall of the DC Office in Wokha on April 17.

The programme was chaired by EAC Wokha Sangmou Khiamniungan.

In his farewell address, Kumar expressed gratitude to officers, staff and citizens of Wokha for their support and cooperation, stating that he was overwhelmed by the love and affection shown to him, especially in his final days in the district.

Reflecting on his tenure, he described it as both challenging and fulfilling, noting that though the duration was relatively short, it had been a meaningful and satisfying experience. He acknowledged the contributions of his predecessors in strengthening the institution of the Deputy Commissioner’s office and credited his team of officers and staff for the achievements during his tenure.

Kumar also thanked elected representatives, various departments and the police for their cooperation, emphasising that administrative success was the result of collective effort. Apologising for any unintended shortcomings, he said all decisions were taken in the best interest of the district.

As he moves to his new assignment, Kumar said he would carry fond memories of Wokha, its people and culture, and wished the district continued progress and prosperity.

Incoming DC Mhathung Tsanglao, in his address, said the true measure of service lies in the impact and legacy left behind rather than the duration of tenure. He appreciated the work of his predecessor and expressed hope that he would continue to support the district in his future role.

Thanking the gathering for the warm welcome, Tsanglao said he was encouraged by the dedication of officers and stakeholders. He assured that he would work collaboratively with all sections, highlighting the role of the Deputy Commissioner not only in maintaining law and order but also in coordinating development activities.

He added that with collective effort and cooperation, the district would continue to progress, and affirmed his commitment to the responsibility entrusted to him.

On behalf of administrative officers, ADC Wokha Renbomo Ezung said one of the key lessons learned from the outgoing DC was patience and the importance of understanding situations before responding. He acknowledged Kumar’s role in guiding officers through complex issues and credited his leadership for enabling various developmental and promotional activities.

Speaking on behalf of sub-divisional officers, ADC Bhandari expressed appreciation for Kumar’s guidance and accessibility, particularly during challenging situations in outpost areas. He noted that despite constraints, the outgoing DC ensured support through both physical presence and regular communication, while also contributing to improvements in infrastructure and governance systems.

Representing heads of departments, DPRO Wokha Lolano Patton described Kumar as a man of action, highlighting his punctuality, patience and balanced decision-making, and termed her tenure with him as short but fruitful.

On behalf of civil society organisations, including the Lotha Hoho, its chairman Er Mhondamo Ovung acknowledged Kumar’s sincerity, dedication and accommodating nature during his tenure, terming his transfer part of administrative progression and extending best wishes for his new assignment.

Speakers representing administrative officers, sub-divisional officers, heads of departments, staff, Dobashis and the Lotha Officers Association also shared their experiences, highlighting Kumar’s contributions in strengthening administrative coordination and public service delivery in Wokha, while welcoming Tsanglao and assuring cooperation for his tenure.
