A total amount of Rs 17 Crore classified under Centrally Sponsored Scheme was released last year for three different projects in Kohima, Mokokchung and Dimapur.
The amount was released vide NO.BUD/8-27/2016-17/LA/644, dated June 16, 2016 by the State Finance Department, Budget & Monitoring Cell under Demand no 27 – Planning Machinery.
An amount of Rs 1 Crore each was released against Integrated Community Base Fishery, Poultry & Piggery at Rengmapani Village, Kohima and Skill Development & Training for Women Group at Mokokchung (Tailoring, Poultry & Piggery).
Another amount of Rs 15 Crore was released against Establishment of Modern Mechanical Workshops cum Training Institute with attached hostel for trainees, Dimapur. The amounts were released to Treasury Officer, Kohima (North).
Having learnt about the release of the amount, The Morung Express tried to find the physical existence of the projects but without success.
With the citizens yet to see the ground works against the sanctioned fund, it is for the conscious public and concerned civil society organizations to see that government works/projects do not remain only on paper but are completely carried out on ground as per specifications.
Central fund release will now depend on PFMS compliance
All Central Sponsored Scheme (CSS) departments in the Government of Nagaland have been informed to register with the Public Financial Management System (PFMS) portal at the earliest. Release of funds from the Government of India will “totally depend” on PFMS compliance which is imperative. The Information Cell from the Kohima Secretariat stated this in a press release today.
The PFMS is an online financial management platform for all the funds released under all schemes by the GoI.
“The funds released are being tracked on real time basis since 2014-15. However, implementing Departments/Agencies of the state are yet to register in the PFMS portal as directed, which is drawing adverse attention of the GoI and the State Government has been warned for non-compliance,” informed the press release quoting the Finance Department Budget and Monitoring Cell during the AHoDs and HoDs meeting held at Secretariat Conference Hall on July 31.
It was further informed that a “dedicated” PFMS team has been stationed in the State Finance Department on deputation from the office of the Comptroller General of Accounts, Ministry of Finance, Government of India.
“Any issue related to PFMS may accordingly be brought to the notice of the Finance Department without further delay so that possible help will be extended for compliance,” the Secretariat noted.
