Altogether, 5,329 numbers of houses have been constructed for the BPL beneficiaries in the rural areas under Indira Awaaz Yojana (IAY) during 2012-13 in Nagaland.
Another 536 number of houses are under construction, according to the annual administrative report of the rural development tabled in the just concluded assembly session by parliamentary secretary for rural development C.L. John.
IAY is a centrally sponsored scheme for providing housing to the BPL households in the rural areas. The scheme is funded on the cost-sharing basis between the Centre and State in the ratio of 90:10. The objective of the programme is to ensure that the shelter-less poor people in the villages are provided with permanent shelter.
The report said the department has been implementing the programme through the Village Development Boards. This programme is found to be one of the most successful schemes being implemented by the department till date. And high level of social acceptance in the diverse society of the state has attracted wide community participation in its implementation.
The department has been implementing the Housing programme through the Village Development Boards providing durable shelter to the rural poor in the villages. The selection of the beneficiaries is done by the VDBs of the respective villages from the IAY waitlist. The construction of the house is done by the beneficiaries themselves. The community contributes labour and materials that are locally available such as bally post, timber, bamboo etc. at free of cost for the construction of house.
It may be stated that during 2009, due recognition was received from India Today by way of receiving Bharat Nirman Awards under small state category for effective implementation of housing programme.
The report said during the current year 2012-13, an amount of Rs. 1820.895 lakhs has been received as first installment from the Ministry of Rural Development for 11 DRDAs in the state as central share of assistance. The state government has also released the first installment amounting to Rs. 201.32 lakhs which includes Rs. 100.00 lakhs being the back-log pertaining to 2011-12.
