
DIMAPUR, SEPTEMBER 21 (MExN): The controversy surrounding the implementation of the 6th Revision of Pay (ROP) continues to be raised by the Opposition Congress with allegation that the “estimated amount misappropriated by the DAN Government out of Rs. 712 crores received from GOI was Rs. 428,46,55,600/- (Four Hundred Twenty Eight Crore Forty Six Lakh Fifty Five Thousand and Six Hundred)”. “In fact, the DAN government has misused half of the amount of Rs. 712 crores received from GOI for implementation of 6th ROP and thereby betrayed the State employees”, stated a detailed press note issued by C. Apok Jamir, Parliamentary Secretary to the CLP.
Giving details on the Demands for Grants 2010-2011- from Demand 1 to 72 Provision for ROP 2010 under the different departments, the Congress claimed that the total amount of all the 72 demands is only Rs. 47255.74 crores. “The crude question is where the rest of the amount has disappeared”. It went on to claim that out of Rs. 712 crores the Finance Department distributed only Rs. 47255.74 crores (Four Hundred Seventy Two Crore Fifty Five Lakh Seventy Four Thousand) to 72 departments and an amount of Rs. 239,44,26,00o/- (Two Hundred Thirty Nine Crores Forty Four Lakh Twenty Six Thousand) was not given to Govt. Employees.
Further it stated that out of Rs. 472,55,74,000/- released for Provisions of 6th ROP by the State Government most of the departments have credited 40% of the amount to the employees’ GPF account which comes about Rs. 189,02,29,600/- (One Hundred Eighty Nine Crore Two Lakh Twenty Nine Thousand and Six Hundred).
Meanwhile the Congress has also stated that the Secretary, Parliamentary Affairs Department Government of Nagaland had snubbed the members and that this was a clear case of ‘breach of privilege’ of the August house and therefore, served a notice of Breach of Privilege to the Speaker NLA on 18.9.2012. This was consequently turned down by the Speaker on the ground that it did not constitute a breach of privilege of the House or any member.
The Congress claimed that the notice of breach of privilege against the Secretary of Parliamentary Affairs was “legal and justified as per section 164 of Rules of Procedure and Conduct of Business and Nagaland Legislative Assembly”.
“We therefore object vehemently to the deprivation of rights and privileges of the member of the House and strongly feel that this will create a very bad precedence in the Nagaland Legislative Assembly”, the Congress press note from C. Apok Jamir stated.
