It is pertinent to mention that Employment Exchanges are responsible for regular collection of information about employment in the public as well as in the private sector under Employment Market Information (EMI) programme. This is being done by what is known as the establishment reporting system. The information is collected from all establishments in the public sector and those employing 25 or more persons in the private sector under the provisions of the Employment Exchange (Compulsory Notification of Vacancies) Act, 1959.
Under this Act, it is obligatory for the establishments to render the report to the local employment exchange. Information from smaller establishments employing 10-24 persons in the private sector is however collected on voluntary basis. However, this information has certain limitations, as EMI programme does not cover all establishments.
