Rs 17617.884 lakh proposed for construction of 12868 houses in Nagaland during 2023-24

The Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) is a Centrally Sponsored Scheme aimed at providing housing to the people living in the rural areas. But due to its limited scope of coverage, there still exist a huge gap in the rural housing scenario.

In order to address the gap in the rural housing and in view of the Government's commitment to provide "Housing for All" by 2022, the scheme of IAY has been re-structured into Pradhan Mantri Awaas Yojana-Gramm (PMAY-G) effective from April 2016.

This was stated in the Annual Administrative Report 2022-23 of Rural Development department, Nagaland, tabled in the first session of the 14th Nagaland Legislative Assembly by rural development and SIRD minister Metsubo Jamir on March 23.

The scheme is funded on the cost-sharing ratio of 90:10 between the Government of India and the State Government.

The objective of the programme is to provide a pucca house with basic amenities to 2.95 Crore households houseless households and households living in Kutcha and dilapidated house by 2022.

The Scheme has however been extended to be continued till March 2024.

It is to be ensured construction of Quality houses, using locally available materials, designs and masons specially trained in quality workmanship. For houses to become homes, adequate care for adopting a habitat approach through convergence is proposed by providing permanent shelter so that migration to urban areas is expected to be reduced substantially. The selection of the beneficiaries is done by the Gram Sabhas using SECC-2011 data. Apart from SECC beneficiaries, addition of beneficiaries was made using Awaas App.

The report stated that the construction of the house is done by the beneficiaries themselves under supervision of the Village Development Boards (VDBs).

All transactions under PMAY-G are done through DBT in three instalments. Under convergence, the beneficiary can avail wage of 95 mandays from MGNREGA for construction of house.

Under the scheme, 1.7% Administrative cost has been earmarked for the States for the purpose of monitoring, technical support and maintenance of MIS for PMAY (G) houses etc.

During 2022-23, an amount of Rs. 5453.945 lakh released (i.e Rs. 5249.999 Lakhs Centre Share and Rs. 203.946 lakh as State Share) has been released by the MoRD, Government of India and State Government respectively.

An amount of Rs. 571.545 lakh State Share has been earmarked and being released during the current financial year 2022-23.
1142 houses have been completed (as on 15th March 2023) against the target of 2019-20 and 3758 houses are in progress, the report stated.

During 2023-24, Rs. 17617.884 lakh (i.e Rs. 15856.095 lakhs Centre Share and Rs. 1761.789 as State Share) has been proposed for construction of 12868 houses in the state, the report stated.
