Kohima August 1 (DIPR): The AHODs and HODs had its regular meeting on July 31 at the Secretariat Conference Hall, Kohima. The meeting was chaired by Chief Secretary, Pankaj Kumar, IAS.
The meeting discussed and deliberated on various agendas at length. The Principal Accountant General (A&E) gave a presentation on new Audit Guidelines and e-GPF. On New Audit Guidelines, he said that there has been a major change and informed that they have to be strictly implemented.
The Principal Accountant General (A&E) informed about the online GPF Information System which he said will be made available through a link in the office website of the Principal Accountant General (A&E). The subscribers, he informed can view information such as ledger balances, deposits, debits etc., directly from the internet using valid user ID and password.
Informing on the need for submission of registration forms for all the subscribers, consolidated department wise to the Principal Accountant General (A&E), the Finance Department has requested all departments to submit the registration form of every subscriber to the Principal Accountant General (A&E) at the earliest.
Important Instructions on e-procurement and e-tendering given by the State Finance Department were discussed. On e-tendering the Finance Department has instructed that bills more than 1 crore for contract and 20 lakhs for supply should be done through e-tendering as per the Government Policy.
In connection to the funding requirement for girl child presented by the State Resource Centre for Women, Nagaland, Chief Secretary, Pankaj Kumar, IAS, informed that a portion of the Chief Secretary’s Welfare Fund has been contributed for utilization in recent time. He also proposed for contribution towards the State Resource Centre for Women, and the house unanimously resolved to release Rs. 10 lakh for the same.
Commissioner & Secretary, Khrienuo Metha while presenting an outline about the Chief Secretary’s Welfare Scheme informed that the scheme has a balance of Rs. 1,04,19,697.
Gender Expert, UNW, and Nagaland State Consultant, Sanghami Mitra gave a power point presentation on ‘Gender Responsive Budgeting’ and requested all the Departments to make their respective policies and schemes gender sensitive.
OSD, Planning, Kevileno Angami informed that 15 departments have nominated Gender Nodal Officers. She requested nine other departments to nominate their Nodal Officers at the earliest.
The meeting discussed the need to sensitise on tobacco control and promote awareness campaign. Measures are to be taken in Nagaland for tobacco related diseases considering that the state is the 3rd most vulnerable to its related diseases and the highest ranked state with head and neck infections.
The Commissioner of Taxes also gave a presentation on GST. There was also a presentation by NCS Probationers (2015 batch) on Governance Issues observed during their district attachment. The meeting also reviewed the last meeting minutes.
