Regarding the collection of school fees from students and payment of teachers’ salary in respect of private schools in “Naga areas” in the state of Manipur, the All Naga Students’ Association, Manipur (ANSAM) has issued a directive to all school authorities under its jurisdiction.
According to the directive of the ANSAM, the ceiling amount of school fees collection from the students shall be determined at the rate of 50% of total cost for the student up to 10th standard and school authorities should pay minimum salary at the rate of 50% of total pay to the teachers with effect from the month of April 2020 till the end of current academic year.
“In accordance to resolution vide No. 1 of ANSAM Presidential Council Meeting held on November 25, in the light of sustaining school education in Naga areas during pandemic and post pandemic, this directive is being served to all the concerned school authorities and their stakeholders that the ceiling amount of school fees collection from the students shall be determined at the rate of 50% of total cost for the student up to 10th standard and school authorities should pay minimum salary at the rate of 50% of total pay to the teachers with effect from the month of April 2020 till the end of current academic year”.
The ANSAM directive then said that, while this is mandatory for all concerned, schools and stakeholders “may further decide an agreeable amount of fees amongst themselves without exceeding the fixed ceiling of 50%”.
It added that, to protect the right to education and in furthering careers of the students throughout the present academic session school authorities may ensure continuation of teaching-learning and other academic activities through various viable mediums that are deemed fit.
The directive also said that the federating and subordinate units of ANSAM will oversee to ensure strict compliance of this directive in their respective administrative jurisdictions.
According to ANSAM, in the wake of the coronavirus pandemic, schools and its stakeholders have been adversely affected and ANSAM is deeply concerned for the continuation of teaching-learning activities during pandemic and post pandemic. “And it has come to the knowledge of ANSAM that much confusion and tussles have cropped up amongst the stakeholders due to various factors that can further affect the sustenance of school education,” it added.
