
Kohima, July 21 (MExN): The All Nagaland School Teachers’ Association (ANSTA) stated that the vision of Rashtriya Madhyamik Shiksha Abhiyan (RMSA) is to make secondary education good quality, accessible and affordable to all young persons in the age group of 14-18 yrs so as to universalize secondary education by 2020.
The Association stated that one main objective of RMSA is to ensure that all secondary schools within 5 km of every habitation have physical facilities. The physical infrastructure (non- recurring) consists of construction/ development of : a) Class room/ additional rooms b) Science laboratory c) Laboratory equipments d) Headmaster/ Principal room e) Office room f) Computer room g) Art/craft/culture laboratory h) Library i) Toilets and drinking water facilities. The physical infrastructure (recurring) consists of a) Repairing and renovation of School building, toilets, tanks, play ground, campus, conservancy services, electrical fittings, furniture and fixtures, sanitary and other fittings b) Repair/ replacement of laboratory equipments, purchase of laboratory consumables articles. c) Purchase of text books and reference book for teachers, periodicals, newspaper Etc. d) Organize study tours/excursion trips every year. The Association lamented that “Though the 1st phase of implementation/launching of RMSA program is about to be over, yet none of its program especially under physical infrastructure is seen being implemented in the state.” “The factor responsible for the slow execution of the concerned project is best known to the RMSA authority(s). It may be due to human failure/technical failure or may be the norm of the scheme itself is as such that it is to be launched slowly in phase wise manner. Whatever may be the reasons(s) for delayed, the project is to be implemented in due time for the benefit of the students,” the Association said.
The Association felt that such big student’s oriented project may rarely come once after many years and therefore one should know as to how to grab/avail the opportunity by paving healthy way/environment for early implementation of project instead of creating an obstacle in the process. The Association was of the firm view that with spirit of cohesiveness, dedication well-coordination and proper delegation/ decentralization of assignments/ powers among the RMSA personnel’s, the vision and set goal of Rashtriya Madhyamik Shiksha Abhiyan to universalize secondary education by 2020 would be achieved. This was stated in a release issued by ANSTA president Ponchulo Wanth and general secretary L. Asang.
