
•-In your meeting with the CANSSEA officials on 20th October 2010 (Wednesday), the CANSSEA officials apprised you about the need to implement the 2010 ROP for the ad-hoc teachers serving under the Directorate of School Education as well. In regard to this matter, I would also like to bring the following few facts before you for your timely action in the matter-at-hand:
1. That Sir, in all the government schools of Nagaland, be it High School, Middle School or Primary School, the ad-hoc teachers number more than the regular teachers. As such, the major load of running the school administration as well as teaching the students in all these schools are being shouldered and carried out by the so-called ad-hoc teachers.
2. Secondly, the Government of Nagaland continues to pay the ad-hoc teachers with a pay-scale that was put into effect 17 years ago, i.e., in 1993. We would like to remind the Government that this is 2011 and not 1993 and that a teacher living and serving in 2011 can neither do justice to his profession nor support his family with a salary that was meant for a teacher 17 years ago. In these 17 years, prices of all commodities and services have escalated beyond our wildest imaginations whereas the salary of the ad-hoc teachers has remained unchanged. This is something which cannot be justified under any service rule, regulation, law, procedure or even a country’s constitution.
3. Thirdly, before the 2010 ROP came into effect, the ad-hoc teachers were also denied the 1999 ROP. However, the ad-hoc teachers did not complain or raise our voice because we thought that ultimately the government which we serve will not fail us. But now, with the implementation of the 2010 ROP for the other government servants excluding the ad-hoc teachers, a situation has arisen wherein the ad-hoc teachers no longer have any more interest and enthusiasm for their profession as even the fourth grade employees of the government are being paid with salaries which are almost double the salaries of the ad-hoc teachers.
4. Fourthly, some of the so-called ad-hoc teachers of Nagaland have been serving in this capacity for more than 10 years without their service being regularized till date. This is despite the fact that the government, through its office memorandum No.AR-5/ASSO/98 Dated Kohima the 23rd August 2007, has clearly directed the department to regularize the services of those ad-hoc teachers who have already completed 3 years of continuous service.
5. Fifthly, with the implementation of the 2010 ROP, the regular graduate teachers are now being paid with the pay-scale Rs. 9300-34,800 whereas the ad-hoc graduate teachers continue to receive salary in the 1993 pay-scale 1550-45-1730-50-2080-60-3100. The same degree of difference comes into being in the case of the regular under-graduate teachers and the ad-hoc under-graduate teachers. The result is that a regular teacher will receive Rs.12000 - Rs.14000 more than an ad-hoc teacher even if they are appointed in the same year and even though they will be performing the same duties and carrying out the same responsibilities. Now, on what ground can the Government of Nagaland justify this disparity.
6. Sir, it has been 17 years since the year 1993 ended and in the last 17 years the world around us has changed completely. Therefore, a teacher in 2011 cannot meet the requirements and challenges of this century with a pay-scale that was designed for the teachers of 1993.
Therefore, in the light of the above statements, the government of Nagaland should not continue to deceive itself and the public by paying a certain section of its employees with a pay-scale that was designed 17 years ago.
Sir, your timely action in this matter will not only deliver justice to the deprived ad-hoc teachers but will also go a long way in enriching both the entire teaching community as well as the students who are studying in the many government schools across Nagaland.
