Bring Dimapur district under the purview of ILP: NSF

Suggests measures for its effective implementation

DIMAPUR, OCTOBER 4 (MExN): The Naga Students’ Federation (NSF) has submitted a memorandum to the Nagaland State Chief Secretary putting forth certain measures for implementation of the Bengal Eastern Frontier Regulation (BERF) Act of 1873 to address the issue of illegal immigration.  

The memo firstly asserted that Dimapur district should come under the purview of Inner Line Permit Regulation. It added that documents to be produced while applying for ILP should include Voter’s ID card and Permanent Residential Certificate for applicants from the mainland; voter’s ID card, Permanent Residential Certificate, Land Patta, Electoral Roll enrollment duly signed by the District Magistrate and Election Officer, National Citizen Register (issued before 1963) for applicants from Assam; and voter’s ID card, Permanent Residential Certificate, Land Patta, Electoral Roll enrollment duly signed by the District Magistrate and Election Officer, National Citizen Register (issued before 1963).  

For local guarantor, the NSF said that Indigenous Certificate, Residential Proof Certificate and Identity Proof Certificate should be required. Further it said that a joint photograph with his/her ward should be produced.  

It also said ILP applicants should produce two local guarantors (Employer and House Owner), with both the guarantors signing an undertaking. Other conditions include physical presence of local guarantors applying for ILP; stipulation that the guarantor should deport his/her ward on the expiry of ILP and report to the ILP Monitoring Cell; and that the guarantor should be held responsible if legal cases against his/her ward arises.  

Regarding the validity of ILP, the NSF said a maximum of 15 days should be granted.   On the administrative mechanisms, the NSF called for setting up ILP Monitoring Cell in each district headed by Additional Deputy Commissioner; CCTVs at main entry and exit points; periodical orientation course for administrative officials in the ILP Monitoring Cell and police personnel manning the main check gates; proper records of ILP holders, guarantors and deportation; not issuing permits/license/certificates to ILP holders; and limiting only two ILPs for one guarantor.  

It also suggested upgrading the present Industrial Training Institutes (ITIs) to Skill Development Institutions and adding more relevant trades/courses in all districts. Further, it advised that the state government should initiate sensitization programmes with the Village Councils, Town/Ward/Colony leaders and apex tribal bodies in all the districts. Moreover, the government should empower the above local bodies for the successful implementation of the ILP system in Nagaland, it added.  

The NSF censured the “lackadaisical approach” of the government towards ILP and demanded prompt action within 30 days.
