Bureaucrats stalling development – Imchen

Minister for School Education L. Imkong Imchen today held responsible ‘unnecessary bureaucratic delay’ for stalling many genuine developmental works. Imkong, who addressed the gathering as chief guest during the inauguration of the newly constructed Tseminyu Government High School building and up-gradation of the school to higher secondary level today, said that bureaucratic functioning are often ‘erratic and dogmatic’ because of which the government fails to meet many genuine public demands.

“At time I worship, at time I scold them, and at time I pursue them, but it doesn’t move. Therefore, I said it is erratic”, Imkong said, adding that the bureaucrats would say ‘yes’ when he meets them ‘face to face, but keep on delaying the movement of the files.’ 

He said that the upgrading of 7 schools had been mentioned in the Independence Day and Republic Day speeches, even then bureaucrats refuse to issue the order. So he had to pushed in a forceful manner to the state cabinet, Suo Moto, said Imkong, while recounting the obstacles he went through when trying to upgrade the 7 high schools of the state to that of higher secondary level.

“They had mercifully taken enough time. It doesn’t move. It is like a horse carriage”, Imkong quipped. In a virtual election campaign for the incumbent parliamentary secretary, R Khing, Imkong also expressed confident that the DAN government would come back for the second term.

“Minister will change. But DAN will remain. We will be back”, said Imkong, and went on to state that the present Chief Minister Neiphiu Rio is ‘God send as such people should be grateful to God’. “Even if you dig earth and search, you won’t find like Rio”, Imchen asserted, in his profuse expression of exaltation to Rio leadership.   

Parliamentary Secretary for Fisheries and Economic Statistic and Cooperation, R Khing was the guest of honour. Meanwhile, the up-gradation of the Tseminyu High School to higher secondary and its new building today by the Education Minister received rousing appreciation not only from the denizens of Tseminyu town but from the Rengma community in general.

“The school was upgraded to high school in 1962, and since then we have been demanding for higher secondary for the last 40 years. However, only this year our demand was being implemented”, said R Khing. Amongst the 7 high schools upgraded this year by the DAN government, Tseminyu is one of the oldest schools. 

Those who joined in the four-hour long celebration included Yitachu, Parliamentary Secretary for Law and Justice, and Kipili Sangtam, Parliamentary Secretary, and several senior officials of the state government, education department officials and a host of public and students. 

Presidents of the Rengma Students’ Union, GBs Union, Tseminyu Union, and Rengma Mother Association also spoke at the occasion. Besides, the speeches, folk dance from Terogviinyii village, Tseminyu village and folk songs from Tseminyu town, T Zisunyu village and T. Old Town were the other highlights of the programme.
