KOHIMA (MExN): As observed by the Estimate Committee, the State’s department of Land Resources has proposed for the creation of 65 posts of different categories.
According to the 80th report on Action Taken on the observations/recommendations contained in the 77th Report of the committee on estimates on Land Resources Department, the committee observed that action is being taken on recommendation for creation of posts and it is understood that the Cabinet had approved for creation of 65 posts. The report was presented at the recent state assembly session.

In order to provide some sort of permanency and job security for the WDT members, the department has proposed for the creation of 20 Extension Assistant (ex-cadre) exclusively for the WTD members who have rendered their services for minimum of five years.
In addition to this, the department is planning to make an “Exit Policy” for WTD members who have served in the department sincerely for more than five years. Through this policy, they will have an opportunity to start self-employment programme where the department will provide loan facility to them.
The committee observed that the department is running the office with officers and staff posted from various departments and on some cases the post being brought along with the incumbent since its establishment in 1993.
No post was created and sanctioned in the name of the department, the report said.
As per the information in the year 1993 when he department was established there was 24 sanctioned posts and four projects in the 8th districts of Nagaland and of these officials could comfortably look after the works then, however with passage of time and new additional districts having been created the responsibilities of the department have grown.
The increase in responsibilities of the department can be attributed to the dedicated and committed effort of the department officials and staff both regular and work charge and favorable response of the people especially in the rural areas.
According to information there are 24 ongoing projects and the present strength of staff is in-sufficient.
The committee observed that in almost all the districts the minister staff are on W/C basis and this needs to be looked into, the department being a major department taking up economically beneficial projects for the welfare of the people.
“Therefore, the report said, the department’s proposal for additional post is fully justified to be considered,” the report said.
It may be recalled that the 80th report was presented by the estimates committee chairman MLA Khutovi on the action taken by the government on the observations/recommendations made in the 77th report on the land resources department.
The 77th report containing 10 recommendations was presented to the House on 22.3.2005 and the report was forwarded to the department on 4.4.2005 for implementation within a period of three months. The action taken reply from the government was received on 5.8.2005. The government’s reply was considered by the Estimates Committee and the draft action taken report was adopted by the committee on 24 November 2005, according to Khutovi.
