‘Cancel Saijaing IR HQ construction work order’

Kohima, March 19 (MExN): Referring to the construction of a permanent HQ for 9th NAP (IR) at Saijaing, the Nagaland Government-registered Class-I Contractors Union has demanded cancellation of the work order as the award of the work order was made without calling an open tender.

A note from the NGRC-ICU executives stated that earlier the union along with Nagaland Contractors & Suppliers’ Union submitted an application to the Chief Secretary, Nagaland on October 27. A representation in the form of a booklet pointed out that on violation of tender norms of NPWD and CPWD code in awarding works to M/s Singh Construction & Co. for construction of the IR HQ, it was demanded that the work order be cancelled.

The concern department had apologized to the union for “the shortcomings of the tender.” It was urged that the matter be settled amicably “as the 9th IR battalion are coming back shortly to Nagaland and the accommodations have to be ready by the time the battalion returns and the department have further requested the union not to go for litigation,” the note stated. 

“It is learnt from reliable sources that the latest position about Saijaing case is that recently the Government of Nagaland in a letter dated February 26, 2007, have conveyed the decisions of the Government to the Director General of Police” the union stated. However, till date no official communication has been made to the union’s office by the Chief Engineer, Police Engineering Project, despite enquires, it lamented. The union has requested the concern department to take action “fairly” in time, failing which, the union will approach the appropriate forum for justice.

Also, earlier, the union in a letter dated November 5, 2006 requested the Engineer In-Chief (W&H), Chief Engineer PWD (Housing), Chief Engineer (R&B) and the Chief Engineer of Police Engineering Project to refrain from awarding works by table tender/supplementary tenders under the subject ‘Floating of tender in public media’ and to follow proper tender norms as laid down in the NPWD code and CPWD codes.
