To review implementation of various projects/schemes being implemented by line Departments in the State which are under the Ministry of Rural Development, a quarterly meeting of the State Level Vigilance and Monitoring Committee (SLV&MC) was convened today at the Conference Hall of Directorate of Rural Development, Kohima.
Addressing the meeting, Minister Rural Development and Chairman SLV&MC, C.L. John called upon all the line departments to update the meeting of the implementation status of their respective programmes and bring to the knowledge of the Committee, the physical and financial achievements of their departments so that any shortcomings can be deliberated and worked out.
Stating that Rural Development Department is the face of the State Government, he however regretted that some objectives could not be met due to loss of proper flow of funds.
In this, he stressed on the importance of timely release of State’s share for those centrally sponsored schemes in order to avoid inconveniences.
The minister also highlighted the problems and issues faced by the department of RD and urged upon the elected members as well as the line departments to support the department in its endeavour to serve the rural people.
Delivering the welcome address, secretary RD, Kelei Zeliang briefly highlighted the functions of the SLV&MC and pointed out that the Committee should supervise, exercise vigilance and monitor the implementation of all programmes of the Ministry of Rural Development. He mentioned that the Committee should monitor the flow of funds at various channels including allocations, releases, utilization and unspent balances and to take all necessary measures to cause to ensure that programmes benefits flow to rural people in full measure.
Zeliang also impressed upon the meeting, the problems faced by the Department of Rural Development while implementing programs and requested all the members to support the department to successfully implement centrally sponsored schemes and programs. He further stressed on ensuring that the lines departments strictly follow the Guidelines and that schemes and programmes are being implemented as per the Guidelines.
Director, RD Metsubo Jamir also briefed the meeting about Convergence Programs of Rural Development with line departments, Sansaad Adarsh Yojana (SAGY) under which Ikishe and Selouphe Villages has been adopted as Model Village. He also highlighted on Indira Awaas Yojana (IAY) which was launched in the Country in the year 1995 with the objective of providing durable shelter to the poor in the rural areas.
The meeting was attended by SLV&MC members, MLA Namri Nchang, MLA Vikho-o Yhoshu, MLA Merentoshi R. Jamir and also representatives from the line departments including Works & Housing, Land Resources, Forest, Social Welfare, Food & Civil Supplies, SIRD and NRLM.
