DCC Tuensang members expelled over intra-party row

The Nagaland Pradesh Congress Committee (NPCC) has expelled two senior members of its Tuensang District Congress Committee (DCC) after they unilaterally sealed the party office, triggering a sharp response from the state leadership.

In a letter dated May 9 addressed to the NPCC president, DCC Tuensang General Secretary (Organisation) Mangyang Chang and General Secretary (Administration) James K Chang stated they had locked the Congress Bhavan in Tuensang, citing unresolved grievances and alleged leadership failure under DCC president Chotsase Sangtam.

The duo, identifying themselves as part of the “Motion Group,” said, “After thorough deliberation, we have decided to seal the DCC Tuensang Bhavan due to the inability to address pressing matters.” The letter added that the office would remain closed until their concerns were addressed.

Responding to the development, NPCC president Supongmeren Jamir issued a directive on May 10, invoking Article XIV (C) of the Indian National Congress Constitution. The directive instructed DCC Tuensang to take necessary action and submit a report within seven days.

Subsequently, the DCC convened an emergency executive meeting on May 12. Terming the act “undemocratic and unconstitutional,” the committee accused the two general secretaries of spreading propaganda against the party’s leadership.

Citing Article XIX (C) of the INC Constitution, the DCC resolved to expel both Mangyang Chang and James K Chang from the party with immediate effect. The expulsion order was signed by DCC president Chotsase Sangtam and endorsed by district office-bearers, including General Secretary Likhumse B Sangtam and Vice President I.N. Mongba Chang.

The matter was also communicated to NPCC working president C Apok Jamir and General Secretary Rosy Thompson, who oversees Tuensang district. Tuensang police was also notified of the incident. The NPCC has not indicated whether further disciplinary or reconciliatory action will be taken.
