Dimapur, February 26 (MExN): Rajya Sabha Member of Parliament from Nagaland Khekiho Zhimomi has sought from the Centre 100% funding pattern for Nagaland on the reason that the state is “poor” and has no revenue generation of her own. Zhimomi participated in the Motion of Thanks to the Presidential Address on February 24 in the Parliament.
“In 1997 the 100% funding pattern was withdrawn and we were clubbed with other special category states. Since then every annual plan we have to come up with 10% of the total annual plan from our own resources, which is herculean task to mobilize,” the MP told the Parliament. “We are poor” and revenue collection is next to impossible we are not able to meet the state’s share”, the MP from Nagaland said.

When the state of Nagaland was created, he explained, she was placed under the Ministry of External Affairs and the financial funding arrangement was that all financial requirements would be taken care of by providing 100% funding from the Government of India. “Government of India knew that ours was a very poor state and we could not mobilize our own revenue resources, keeping in mind the funding pattern was arranged and agreed upon,” the MP stated.
Since them he continued, the affairs of the state were running smoothly. However, that was before 1997 when the 100% funding pattern was withdrawn, he said. The MP appealed to the Parliament to ‘bring’ Nagaland back into the 100% funding pattern.
On other matters, the MP said the ceasefire with the NSCN (IM) and the NSCN (K) is not the end unto itself. “The ceasefire is only a means towards finding permanent solution. But till now no permanent solution is arrived at.“What is the problem? When they have entered into a marriage why should they be afraid that a baby would be born?” Khekiho queried.
