Home Department revokes September 7 order

The Nagaland State Government on October 11 decided to revoke a notification issued earlier on September 7 that resulted in a contentious tussle over where the district Deputy Commissioner’s office should be situated. 

An order to this effect was issued by the Home Department later in the evening. 

Deputy Chief Minister, Y Patton informed the media today that it will cancel the September 7 notice issued by the Home Department directing the moving of certain administrative cells, including the ADC’s and District Election Office, to the new Dimapur Deputy Commissioner’s office complex in 7th Mile. 

Patton said that decision was conveyed to the Core Committee of the CSOs at a meeting held at the Police Guest House in Chümoukedima. The meeting had in attendance – besides Patton and Principal Secretary (Home) Abhijit Sinha – 4 legislators from Dimapur district— Tovihoto Ayemi, Zhaleo Rio, Azheto Zhimomi and Moatoshi Longkumer. 

Responding to media queries, Patton said, “We have assured the CSOs we will revoke the September 7 notification,” while he maintained that there was no order from the government to move the DC’s office to Chümoukedima. On the status of the new DC complex, he said that the government will post an ADC there, besides the complex will also house the Seithekima EAC office. 

The Core Committee had also demanded the revoking of label designating Chümoukedima as the district headquarters. However, Patton denied coming across any government order designating Chümoukedima as such. He though added that the Home Department will be asked to verify if such an order exists. 

“Presently, headquarter is Dimapur but they told us that there is one notification for (designating) Chümoukedima (as the) headquarters… but we have not come across, so we are going to check that,” he said. 

Principal Secretary, Home, Abhijit Sinha said, “We had a detailed discussion on all the points raised and we decided that the 7th September, 2021 (notification) will be cancelled.” According to him, the order notifying the revocation should be out by today (October 11). On the use of the district headquarters label, he said, “So, that also is something which has been there for a long time, the use of the tag but regarding whether there is an order or not that we are going to check...” 

On September 29, responding to the opposition from certain civil society organisations, through a press release, the Principal Secretary, Home, Abhijit Sinha, maintained that the September 7 notification was a follow up to a decision made at a Cabinet meeting on August 10. As per Sinha’s statement, the Cabinet decided to post an ADC, EAC and Sub Treasury Officer, besides “partial shifting of some branches as well as some offices to the New Complex, which is complete in all respects, would be in the interest of the people of the district.” 

The Spokesperson of the Core Committee, CSOs, Bendang said that they are satisfied with government decision. “As soon as we receive the order for cancellation of the September 7 notice, we will call off the agitation. We are expecting it by tonight itself,” he said.  

He added, “Our Chief Minister has also stated in the press earlier that there is no plan to shift the DC office. It won’t be shifted, we are satisfied. And in regard to the headquarters tag, the government has already mentioned that they will look into the matter because there is nothing official in regard to this, so they will look into the matter and intimate us.” 

The Home Department on late Monday night issued an order revoking its September 7 notice with immediate effect. The order issued to the Dimapur DC by the Principal Secretary (Home) stated: “I am to refer to this office’s letter of even number dated 7th September, 2021…and to convey that the instructions issued by the said letter stands revoked with immediate effect. This is also in supersession of this office letter of even number dated 6th October, 2021.”
