Diploma holders question exemption from Undergraduate Hindi Teacher recruitment

Dimapur, September 17 (MExN): The required qualifications set by the Nagaland Staff Selection Board with regard to appointment of Undergraduate Hindi teachers for the ‘Combined Staff Recruitment Examinations’ has attracted dissent from the Government Hindi Institute Unemployment Union (GHIUU). The Union stated that for Diploma holders have been exempt from appearing the exam ‘without any legitimate reasons.’

In this connection, the Union informed that a general meeting was held by the trainee alumni of Government Hindi Institute Students Union along with the Government Hindi Institute Principal and staff, and officials of All Nagaland Hindi Teachers Union at Government Hindi Institute Dimapur on September 15. It was resolved during the meeting the exemption of diploma holders would “will certainly bring the institute to shut down and the reason for this will be held responsible clearly to the government,” informed a press release on Saturday.

According to the release, since the Government Hindi Institute was established to train and specialise the trainees to become professional Hindi Teachers, and the same was prioritised by the state government, “not prioritising the Government Hindi Institute Diploma Holders has become irrational and shocking norms taken by the concerned authority (Sic).”

It also said that with the recruitment of every new batch, “the trainees had been constantly reminded by the Institution that once the post of Hindi Teacher is out; the Government Hindi Institute Diploma Holders will be given first priority.”

To bolster their argument, the Union further referred to a press statement purportedly given by the Nagaland Advisor for School Education KT Sukhalu on February 18, 2022, wherein he stated that ‘as per the National Council of Teacher Education (NCTE) norm, only class 12th passed with Hindi Diploma are eligible for the undergraduate Hindi Teacher's post.’ 

Similarly, it said that in 2017, during a general meeting with the jubilee committee of Government Hindi Institute Diploma Holders and the Vice Principal and staff of Government Hindi Institute, “it came to be clear and distinct that every individual who passed out from the Government Hindi Institute need not take any Diploma in Elementary Education (D.El.Ed) course, as it is equivalent to D.El.Ed.”

Additionally, in reference to the number of posts advertised, it said that an advertisement on January 16, 2022 (No.ED/HT/ADVT-1/2015-16), mentioned 84 posts, “However it is currently reduced to 52 posts only, i.e. in the advertisement NO.NSSB/EXAM-4/8/2022.”

In this scenario, and after waiting for more than a decade for vacancies for Hindi teachers, the Union stated that it was devastated and unable to accept the sudden change of norms and criteria which, it said were published recently ‘without proper rational reason.’

Questioning why the Government Hindi Institute Diploma Holders, who were trained professionally only for this purpose by the state government, were exempted from the exams, it urged the Government of Nagaland and Department of School Education to take immediate action and provide justice for the diploma holders.
