Disaster management for sustainable development

DIMAPUR, JUNE 27 (MExN): Disasters being unpredictable and unpreventable, a TOT programme for District Level Trainers started yesterday with the aim to develop efficient and dedicated trainers and to create awareness by means of conducting workshop, seminars, training etc at the block and district level. 

Speaking at the inaugural function, K.Semy, Faculty Head said that the frequency and intensity of disaster and its impact has been increasing alarmingly all over the world said, almost all countries are directly or indirectly affected with huge loss of life and property stated a release issued by N.Moa Longkumer, Lecturer & Course Coordinator, Disaster Management Cell, ATI Kohima. Taking into consideration some of the worst disaster in the country, Semy said that the geographical and geological location made India vulnerable to all natural disasters and also man made disaster. He said that continues disaster before one fully recovered from one disaster have certainly made the people to prepare and improve the delivery system including the response, relief and rehabilitation stated the release. 

Nagaland being located in the highest seismically active zone V, Semy lamented, “God forbid if an earthquake was to occur in this region it will take years for our state to recover not forgetting the human sufferings, deaths and devastation to be caused” while pointing out that the only safety action is to save the habitat from collapse by careful design and construction stated the release. 

Semy while pointing out that the hardcore activity of Disaster Risk Management has to and has always taken place at the district level said, it is the District Level Disaster Management plan which is most crucial element of the state and national plan stated the release. He also appreciated the orientation of District Disaster Management Committee members of all the districts in Nagaland which has been successfully completed and 290 DDMC members trained. Briefing on the need to constitute Disaster Management Committees at different level so that there is preparedness at the grass root level and the work of the District Disaster Management Committee is better co-ordinated stated the release.

Disaster Risk management aspect has to be integrated with any developmental activity to sustain in the event of unwarranted disaster said Semy while pointing out that density of population, inadequate infrastructure, unplanned construction etc makes people more vulnerable. also briefing on the need to create awareness, he said once awareness is created within the community and the District/Block/Village Disaster Management Plan is prepared, it would reveal the strength, the weakness and the vulnerability of the area and he further added, such analysis would lead to prompt action both short term and long term stated the release. 

The key resource persons for the five day programme are Akshaya Kumar Biswal, Programme Associate, UNDP, Prof Pandey, Nagaland University, Prof G.T.Thong, HOD Geology, Nagaland University, Er.N.Moa Longkumer, Lecturer, ATI and Petekhrienuo Rupreo, State Project Officer, Home Department.
