The ‘Armed Branch Club’ of the Nagaland Police today stated that trouble seems to be looming in cadre management system between the two different branches of the State Police viz. Armed Branch and Unarmed Branch prevalent from the rank of Constables to Inspectors.
Despite numerous representations submitted by some personnel of the unarmed cadre demanding 50:50 ratio for promotion to Deputy SP and Assistant Cmdt from Unarmed Branch Inspectors and Armed Branch Inspectors respectively, the PHQ and State Government “having vast knowledge of the ground reality of all the Government Standing orders and farsightedness over the issue, have not favoured it till date.”
The club stated that the mode of recruitment to the post of Sub-Inspector rank of both the AB / UB cadres is done by choice of the job aspirants / applicants and not by fate or force. These two cadres appointed from the rank of Sub Inspectors attend same training Academy/College to complete Basic Course where posting of merits to either Cadres does not arise. And stagnation in both the cadres is very prevalent if case study is conducted taking year-wise batch into consideration, it pointed out.
It further informed that out of 26,000 plus strength in the state police department, the Armed Cadre personnel comprises of nearly 19,000 personnel posted at 15 IR & NAP Battalions and postings at 11 DEFs, NAPTC, PTS, PHQ and others.
With another latest representation by a certain UBI doing round the news demanding for compensation of 15 posts of DySP to UBIs and to implement 50: 50 basis for UBIs and ABIs to higher level of promotion which is DySP/Asst. Cmdt, appears to be creating a silent conflict within the force.
Sources from the Armed Cadre personnel stated that since the inception of the State Police Department till date, apart from home State deployments, without any hesitation, they (ABs) have been obediently and sincerely performing/carrying out their duties and tasks all over the country, despite facing untold hardships.
However they conveyed that they have “total confidence” in their senior officers/Home Department and the State Government that the latter will not be hasty or unjust in taking any decision impulsively and unwisely implement any rules which favours only one cadre.
