DoHFW implements Nagaland Dental Health Service Rules 2023

The Nagaland state’s Department of Health & Family Welfare has bought out Nagaland Dental Health Service Rules 2023. This rule was tabled in the Nagaland Legislative Assembly (NLA) session last year.

In regard to classification and grades of post, the service shall consist of the following classes and grades of post carrying the scale of pay in schedule-1: Special Selection Grade- Director, Dental Higher Selection Grade- Additional Director Dental Selection Grade- Joint Director, Dental, Selection Grade and equivalent post that may be declared and or made by the Government from time to time. Senior Grade-Deputy Director, Dental, Senior Dental Surgeon/Senior Dental Specialist and equivalent post or posts that may be declared and or made by the Government from time to time. Junior Grade-Dental Surgeon/Dental Specialist and equivalent post or posts that may be declared and or made from time to time by the government.

On strength of the service, the Rules stated that the number of posts, permanent as well as temporary, under each grade and the scale of pay attached thereto shall be as indicated in the Schedule-I.

Provided that the Government may, from time to time, add to or reduce the number of posts included in the service, either on the permanent or on a temporary basis.

Method of recruitment

Recruitment to the service after the commencement of these Rules shall be made by either of the following methods, viz (i) By direct recruitment in accordance with Rule 8. (ii) By promotion in accordance with Rule 13.

Reservations for BT shall be as per the state Government reservation policy.

The respective quotas reserved for direct recruitment and for promotion, the qualifications and the other conditions required for promotion from a lower grade to a higher grade and the qualification required for direct recruitment, shall be as specified in Scheduled-II.

Direct recruitment

Whenever there is vacancy to be filled up by direct recruitment to the service in accordance to Rule 7(a) (i) the Head of the Department shall send a requisition, in duplicate to the Commission through the Government in the form prescribed by the Commission.

The requisition should clearly indicate the number of post and specialties, if any, to be recruited along with the lines of specialisation required.

The Commission shall advertise the post (s) specifying the terms and conditions of these Rules. A candidate must apply on or before such date, in such manner and in such form as the Commission may prescribe.

A written examination or interview or both for selection to the service shall be held at such time and place as maybe prescribed in the notice issued by the Commission for the purpose.

Every such notice shall, as far as possible, specify the number of vacancies to be filled on the results of the written examination and/or interview.

The Commission shall prepare a list of all candidates who have qualified in the examination or interview, or both, in order of merit, which shall be determined in accordance with the aggregate marks obtained by each candidate. If two or more candidates obtain equal marks, the Commission shall arrange them in order of their date of birth.

The Commission shall forward the names of the successful candidates in order of merit up to the number of vacancies reported for direct recruitment. A waiting list not exceeding 25% of the vacancies advertised, shall be maintained by the Commission in respect of the examination written and/or oral conducted by them.

The waiting list shall remain valid for six months from the date of declaration of results by the Commission.

Reservation of posts

The Rules stated that there shall be reservation for Backward Tribes of the State as well as for the physically handicapped against all categories of posts to be filled through direct recruitment, to the extent and in the manner laid down by the State Government from time to time.

Provided that in the case of reservation for Backward Tribes, if no candidate is available from a particular backward tribe whose turn is due on the roster, the vacancy shall not be filled by another candidate belonging to any other tribe.

Provided further that if no candidate from a particular Backward Tribe is available to fill the vacancy earmarked for that backward tribe in the roster, such vacancy shall be treated as 'backlog vacancy" and the process for the such backlog shall be carried out as under: The "backlog vacancy" shall be announced in the subsequent recruitment along with other vacancies (called the 'current vacancies'); The 'current vacancies' shall be treated as one group and the 'backlog vacancies' as a separate group.

Such ‘backlog vacancies,’ earmarked earlier for a particular backward tribe, shall be carry forward in the ensuing recruitment until the same are ultimately filled up by candidates from that particular backward tribe only, the Rules stated.
