DoPC flayed for allegedly ‘protecting dubious beneficiaries’

Dimapur, November 11 (MExN): The Network of Nagaland Drug & AIDS Organisation (NNagaDAO) today flayed the Department of Planning and Co-ordination (DoPC) Nagaland and its officials for allegedly “failing to furnish the 41 names of the beneficiaries as per the press release by NPRAAF in local dailies.”  

If the concerned department officer is failing to furnish the names of the beneficiaries, he/she should be made accountable and the State government should take action for negligence and financial resource losses meant for development, NNagaDAO further demanded.  

It further expressed apprehension that the concerned department is not adhering to the Ministry of Finance (MoF), Government of India directive in implementing Public Financial Management System (PFMS).  

Through an Office Memorandum on July 25, 2016, the MoF has directed all departments and implementing agencies receiving and utilizing Central funds to registered with PFMS for making payment, advance and transfers fund, maintained Abou Mere, President NNagaDAO and Director Kripa Foundation, in a press note.  

The PFMS is for all transaction with the objective of providing a robust system for ensuring ‘Just in Time’ releases in respect of Central Sector (CS) and Central Assistance to State Plan (CASP) schemes, and for complete monitoring of utilization of funds under these two categories, it said.  

The monitoring is up to the end beneficiaries including information on end use of funds, it said.  

In this connection, the NNagaDAO appealed State Government to direct all departments and implementing agencies for immediate mandatory adoption of PFMS for transparency and proper account record keeping.
