KOHIMA (MExN): The Report of the Comptroller and Auditor General of India (CAG) has revealed that the deployment of teachers in excess of norms in Government Primary Schools (GPS) and Government Middle Schools (GMS) and excess staff in the Civil Hospital Dimapur have led to extra expenditure of Rs. 5.03 crore in Nagaland, which the report stated was ‘avoidable’. Not surprisingly, the School Education Department is reported as stating to the CAG that due to heavy pressure from the VVIP’s, the norms could not be followed to a great extent especially in the urban areas, which led to the excess expenditure. The CAG report however stated that the reply from the concerned department was not tenable since the staff engaged was in excess of the sanctioned strength.
According to the CAG report tabled in the just concluded Assembly Session, the Deputy Inspector of Schools, Dimapur revealed that 601 teachers were deployed (366 in GPS and 235 in GMS) in 54 schools (GPS- 41 and GMS- 13) against the sanctioned post of 386 teachers as per norms (243- GPS and 143- GMS).
The report stated that deployment of 215 excess teachers (123-GPS and 92-GMS) had resulted in excess expenditure of Rs. 2.22 crore during the period from September 2002- February 2004.
Similarly, records of DIS, Kohima revealed that the DIS deployed 597 teachers (GPS-327 and GMS-270) in 54 schools (GPS-37 and GMS-17) against 405 teachers as per norms (GPS-218 and GMS-187). Thus, deployment of 192 excess teachers (GPS-109 and GMS-83) resulted in excess expenditure of Rs. 2.41 crore during August 2002 to March 2004.
Under Health & Family Welfare department, Medical Superintendent, Civil Hospital Dimapur, the report revealed that the office engaged 59 employees, (Staff Nurse-35 and ANM- 24) against the sanctioned strength of 33 (staff nurse-20 and ANM-13), which resulted in extra expenditure of Rs. 40.22 lakh towards the pay and allowances of the 26 excess staff (staff nurse-15 and ANM-11) during July 2001 to April 2003.
As per the CAG report, the matter was reported to the government and the departments in April and June 2004. In reply, the report said, the Consultant cum Medical Superintendent, Civil Hospital, Dimapur stated in September 2004 that instead of creation of additional posts and in order to meet the need, some staff had been deployed withdrawing from other units where the work load was comparatively less. The CAG report however stated that this reply was not tenable since the staff engaged was in excess of the sanctioned strength.
