The expenditure on salaries under non-plan and plan during the current year was Rs. 2246.96 crore and Rs. 36.79 crore respectively, according to the Report of the Comptroller and Auditor General of India on State Finances for the year ended 31st March 2012.
The report which was presented in the state assembly session recently stated that the expenditure on salaries increased by 1140.50 crore (99.76%) from Rs. 1143.25 crore in 2007-2008 to Rs. 2283.75 crore in 2011-12 and was Rs. 808.90 crore more than the projection made in XIII-FC (Rs. 1474.85 crore).
The expenditure on salaries and wages increased by Rs. 249.82 crore (12.28%) over the previous year mainly due to release of dearness allowance installments and incremental benefits.
The report said that salary and wages accounted for 40.89 % of the revenue receipts during 2011-12.
Further, the report said the expenditure on pension had increased by Rs. 326.95 crore (125.88 %) from Rs. 259.73 crore in 2007-08 to Rs. 586.68 crore in 2011-12. The pension payment were Rs. 154.44 crore more than the assessment made by XIII- FC (Rs. 432.24 crore) and also Rs. 10.39 crore more than the assessment made by the state government in its MTFPS (Rs. 576.29 crore) for the year 2011-12. The pension payment recorded a growth of 74.62 % (Rs. 250.71 crore) over the previous year mainly due to introduction of new pension policy by the state government.
