The Ministry of Rali Wali is constrained to issue this rejoinder to clarify the allegation leveled against Zhopra Vero, Kedallo, FGN and Brig. ( Retd.) S. Singya, Kedahge, FGN under the caption “ The fraud of Zhopra Vero and Singya” by Rinso. Secretary to M.P/ W.R, Federal Government of Nagaland which was recently published in local dailies.
As our people are the best judges, to let our people know the truth and judge for themselves who should be called Anti- National, some facts are hereby being furnished:
The Chakhesang Region National Workers in a meeting held on 4th Sept.1997 at Phek Town with Shevoho Keyho, Tatar as Sessional Chairman and Zhelhilo, Gen. Secretary , Chakhesang Regional Council, NNC arrived at some decisions. Decision No. 3 and 4 are reproduced below:
“ 3. The Chakhesang Region stands committed to the NNC and the FGN and disassociates with Peace Camps set up under Shillong Accord which was disowned by Late. Zashei Huire, the then President of the FGN and endorsed by the Midan Peyu of Chakhesang Region, Federal Government of Nagaland on 24th Februray 1997.”
“4. Following the outcome of the Peace Convention at Thevopisu village on 12st June 1997 and the Chakhesang People’s Co-ordination meeting at Losami village on 3rd September 1997 resulting to thr formation of the Interim Council for the administration of the Re-Unification Front (RUF) of Chakhesang Region National Workers is fully supported.”
After a series informal exchange of views and perceptions by Angami leaders concering the issue of the Shillong Accord, finally on 24th November 1993 an “ understanding was reached in order to strengthen the unity of the Naga National Council.” Among the leaders, as Members of observers of Angami Public Organisation – Vizol, J.B Jasokie, Satuo Sekhose, Lhoushuhie Mhasi, Niketu Iralu and among other Angami Naga National workers were, Gen. Thinoselie, Periatsu Kevichusa, the then Gen. Secretary NNC, Vikesiel, the then Joint Secretary NNC and Lhouvitsu.
The undertaking states: “ It was agreed that the so-called Shillong Accored of 1975 which was signed between Government of India and the so-called representatives of ‘ underground organization in void Ab-initio.
Accordingly, the so-called Accord does not amount to a treaty, Accord or agreement whatsoever between India and the Nagas.
It was further felt that all those concerned residing at present in the Transit Peace Camp should move out of the Transit Peace Camp”.
In a joint meet between the Chakhesang Public Organization and the Angami Public Organization held on Sept.9,1998 at APO Hall, Kohima, some important clarifications reiterated were:
1. The Transit Peace Camp Kohima came into being solely out of the Shillong Accord of 1975 to fulfill the objectives of the terms of the Accord.
2. The Shillong Accord was signed by “ some representatives of Underground Organizations”, not by the NNC. It is therefore a grave violation of the National principle annunciated by the Plebiscite of 1951 for any function of the NNC/FGN to be conducted within the premise of the Transit Camp. If those who signed the Accord and those who support it should choose to continue to stay at the Transit Camp and function therein, it is their personal choice which can have no bearing whatsoever beyond that.
3. On the basis of these facts, the Chakhesang Public Organization and Angami Public organization hereby conclude and appeal that the NNC/FGN and all their agencies operate elsewhere away from the Transit Peace Camp…..”
As to the allegation of the involvement of Zhopra Vero, Kedallo, FGN, in puppet state election, it is fabricated because it has been based solely on the stance taken by him against the “ Bedrock of Naga Society”.
In 1997, sometimes during the months of June and July, Brig. ( Retd) S.Singya, the President of FGN arrived and camped in Kohima village and met various leaders including Transit Peace Campers. Throughout the length of his stay, he refused to stay in the Transit Peace Camp, Kohima, because he considered the Shillong Accord as a stumbling block to the Naga political cause. As such, Brig. ( Retd) S. Singya was given shelter by some Naga leaders in Kohima village.
In a letter to the Speaker, Tatar Hoho, FGN, dated Oking, 17th April 2000, the then FGN President, Brig. S. Singya objected to the venue of the 47th Tatar Hoho Budget Session at Kohima Transit Peace Camp on 21st & 22nd January 2000 stating “..I, being the President, Federal Government of Nagaland hereby make you known my objection on the venue of last/47th Tatar Hoho Budget Session held at Kohima Transit Peace Camp on January 21-22, 2000 for fulfilling the interest of our people and to clear the position of NNC/FGN about Shillong Accord before the mind and eye of our people and all as the enemy and its agents have been falsely accusing on NNC/FGN in the name of Shillong Accord..”
A Presidential Directive was issued on 23rd June 2001 by Brig. ( Retd.) S. Singya to all the NNC/FGN personal camping in the Transit Peace Camp at Kohima to move out within 15th July 2001 positively.
Further, in the 48th Session of the Tatar Hoho at Noklak on 24th & 25th January 2002, the matter was discussed and the Council of Kilonsers further decided to make alternative arrangement immediately and move out of the Transit Peace Camp. This still remains to be implemented. Gen. ( Retd) Viyalie Metha and Lhouvitsu were among other Transit Peace Camp leaders present in the meeting who endorsed this decision.
It is unfortunate that the Presidential Directive of 23rd June 2001 was not honoured and the decision of the 48th Session of the Tatar Hoho 2002 has not been implemented till date.
As far as the looting of Six Crore Rupees at Pfutsero Bank is concerned , the allegation is of serious nature with malicious intent because there is no record/ report of any Banks in Pfutsero being looted in 2007. Writers/ authors should refrain from writing about things without any basis or facts just to tarnish the good image of a respectable leader.
The NNC/FGN is aware that the NNC is the institution of our people. We are also aware that the Shillong Accord was signed by underground. representatives and not the NNC.As such we hold the office of the President of the NNC with the highest respect and those who on their own volition have decided to accept the Constitution of India should not use the name of the President of NNC with vested interest and get legitimacy.
The Shillong Accord of 1975, the root cause of Naga factionalism and fratricides has caused tragic harm and has continued to cause controversy, discord and confusion among the Nagas. The Naga people have also rejected it outright. Instead of rejecting the Accord, failure to admit/accept the mistakes committed and undoing the wrongs and by continuing to defend the Accord in any possible way can become the biggest block to the Naga Reconciliation Process.
The above stated facts are self-explanatory and our people can rest assured that Brig.(Retd) S.Singya, Kedahge, FGN and Zhopra Vero, Kedallo, FGN are staunchly committed to the National Cause. The NNC/FGN under Brig. (Retd) S.Singya, Kedahge, FGN upholds the stance of the highest level bodies of its people and shall protect the sanctity of the national principle.
Let us all humble ourselves before God and turn from our wicked ways, so that God will forgive our sins and heal our land.
