Get yourself counted: Our Census is our future

Kohima | January 22 : The decadal Census Operations is being conducted across the Country. The first Phase of the Census Operations 2011 has already been conducted during June 1 to July 15, 2010 in Nagaland and the 2nd Phase of the Census Operations will be conducted from February 9 to 28, 2011 followed immediately by the Revisional round from March 1 to 5, 2011. During the 2nd Phase of the Census Operations, important information relating to personal details such as name, sex, marital status, date of birth, disability, occupation, educational qualification, migration and fertility history (In respect of women only) will be collected from the citizens.
In preparation of the second Phase of the Census Operations, 2011 the Directorate of Census has already conducted a State level meeting of all the Deputy Commissioners and Principal Census Officers on November 9, 2010. During the meeting the Additional CS & Commissioner, Nagaland, Banuo Z. Jamir, IAS, briefed the DCs & PCOs about the importance of the second Phase of the Census Operations and the need for the DCs and their team of District Officers to work with commitment and sincerity. The Director Census Operations, V. Hekali Zhimomi, IAS, made a briefed assessment of the District-wise performance of Phase I of the Census Operations in Nagaland. She recorded her satisfaction of the work carried out in the state during Phase I of the Census Operations and also briefed the PCOs about the information to be collected during Phase II of the Census Operations.
The State level meeting was followed by District level meetings conducted by the Directorate of Census in all the Districts Headquarters in November – December 2010. Training was also imparted to Master Trainers selected from all the Districts of the State. A unique feature of Census Operations 2011 has been the inclusion of Master Trainers who are qualified and dedicated Officers / Teachers / Lecturers from each District. These Master Trainers have been instrumental in teaching Supervisors and Enumerators on what and how to canvas the Census Schedules.
Presently, in preparation for the final Phase of Census Operations 2011, Master Trainers are conducting training sessions for Supervisors and Enumerators across the Districts of the State. In addition, Census materials that will be utilized during the Operations are being dispatched to each Charge in each District of the State. Every Principal Census Officer (the DC of the District) is expected to meticulously plan the Operations in his / her District to ensure that the Census Operations is not only conducted well but also within the time schedule specified by the Office of the Registrar General & Census Commissioner, India. Phase II as opposed to Phase I of the Census Operations will be conducted in just 20 days and every person in the State is required to be covered during the Operations. The Directorate of Census Operations will be advertising helplines for the public in case of any difficulty faced in enumeration within the specified dates of second Phase of the Census Operations.
The second Phase of the Census Operations will place special focus on issues relating to work, gender and disability. In 2001, the population of disabled people in Nagaland was poorly recorded and enumerators are being instructed during Census, 2011 to canvas the question on disability properly to ensure that the disabled population of the State is covered well during the Census Operations. The question on work for the State of Nagaland is also important. In the past, the data on work has been poorly recorded despite the fact that the definition of work used by Census is extremely wide. In addition, women’s contribution to work in Nagaland has never been recorded properly. Census functionaries are being trained to canvas the question on work to obtain specific and useful information. Gender sensitization sessions have also been carried out for Master Trainers to ensure that information about women is properly collected during the Census Operations. Mon, Tuensang and Dimapur have been identified as gender critical Districts having low sex ratio of women to man. In Dimapur District, the 2001 Census data shows that only 18.1% of women were recorded as workers. This time, during Census Operations 2011, efforts are being made to ensure that not only women counted right but also related information about women’s participation at work, status of education, age at marriage, fertility etc. are properly collected.
To ensure the collection of accurate as well as informative data, Census functionaries are being instructed to sincerely canvass the Census schedules and visit each house without fail. To also ensure the complete coverage of the population, the houseless population will also be enumerated and a special drive will be taken up on the late evening of 28th February, 2011 by special squads of Census functionaries.
To make the Census Operations 2011 a success, all citizens are requested to come forward and participate in this national exercise and furnish the correct information. Our Census is our future.
