KOHIMA: The Global Open University (Nagaland) Bill 2005 has been introduced in the just concluded state assembly session in Kohima.
The Bill is to establish a private university by the name the Global Open University (Nagaland) in the state of Nagaland. The state government had signed a Memorandum of Understanding with a Trust called the World Institution Building Programme (WIBP) New Delhi on September 13 to establish a private university in the state to offer to the people of Nagaland more choice for pursuing higher professional, technical and technical education.
The University shall be open for study to all persons irrespective of class, caste, creed, religion, language or gender or like considerations.
The university shall design and run courses and programmes leading to the award of certificates, diplomas, degrees of bachelor, master, doctoral and post doctoral levels and other academic distinctions, under the faculties and in the subject enumerate in the scheduled of the Act.
The university will specially strive to have professional, academic and other possible link ups and ties with various centers of excellence in and outside the country for promoting the standards of education provided, for improving the methodologies of teachings and for upgrading the potentials of teaching and non-teaching staff of the university.
The main objective of the university shall be to provide high quality professional, technical and technological in campus, class room, formal and regular courses and programmes of study to the students hailing from Nagaland in such subject areas and fields of study which are generally not offered by other institutions in the state. “Provided that nothing in this section shall be deemed as preventing the University from making special provisions for admission into courses of study in the university or for concessions in fee, in favour of students who are ordinary residents of the state of Nagaland”, the bill states.
Minister for Higher Education Dr. Shurhozelie Liezietsu said with the declaration of the year 2006 as the year of farmers there is an all round clamour for expeditiously transforming the Naga society into a self-sustaining one particularly in economic and industrial terms. This indispensably needs a committed local community trained in modern education.
“The flights of students’ community to other states for higher education can be curbed in their interest and in the interest of the state only when they are offered with an array of choices before theme for pursuing higher education in the state itself,” Dr. Liezietsu said.
Along with expanding the existing facilities, the state of Nagaland desires that as in other states, a new thrust has to be given in this area by allowing private universities to operate to bring about not only choices, but a kind of competitions amongst various institutions for sharpening and maintaining higher educational standards in Nagaland.
The minister said the Bill is brought in pursuance of the preliminary intent expressed in the said MOU so as to establish a private university in Nagaland.
“The establishment of the private university will not cast any additional financial burden on the state government”, the Minister added in the statement of objects and reasons during the just concluded one day Assembly session.
