Government asks NPMSA to keep agitation in abeyance

DIMAPUR, JULY 16 (MExN): The Nagaland State Chief Secretary, Temjen Toy today asked the Nagaland Planning Machinery Service Association (NPMSA) to keep its proposed pen down strike in abeyance.


A press release from the Chief Secretary stated that the representation submitted by the NPMSA is under “active consideration of the government” and assured that the matter would be taken up at the earliest in the next cabinet meeting.


“The grievances of the association have been taken into account and all steps will be taken to ensure that the service interests of the members are not put to a disadvantageous position,” the Chief Secretary added.


The NPMSA meanwhile also issued a statement informing that an emergency meeting of the association has been called on July 17 to decide whether to suspend/call off the ongoing agitation.


Meanwhile, describing the series of events with regard to a particular OSD in the Planning & Coordination Department, the NPMSA stated that the latest court order on the issue had upheld that the post of OSD (Skill Development) and Assistant Development Commissioner (ADC) in the Department are “completely different, not inter-transferrable and are not of the same cadre;” did not find fault in the decision to treat the post of OSD (Skill Development) in the same rank and pay of ADC; and deemed the decision to make the particular officer eligible for promotion to the next level of Deputy Development Commissioner in advance to be “illegal.”


The NPMSA also said that the decision to approve the service rules was put up to the Cabinet by the stop gap Development Commissioner “without the knowledge of the stakeholders and without taking into view the interpretation of the latest court judgement provided by the Law & Justice Department.”


The NPMSA questioned “why a decision on such a sensitive and contentious matter was taken in haste.”


Further, the NPMSA said that there are senior officers “hailing from Eastern Nagaland in the State Planning Machinery” and Planning Officers and Assistant Planning Officers “appointed through NPSC as per the existing backward reservation quota” who are “part of the agitation.”
