Government flouting Secretariat service rules

Dimapur, June 1 (MExN): Employees attached to Nagaland Secretariat resent what was stated as flouting of Secretariat Service Rules by the state government. A general meeting of Nagaland Secretariat Services Association held May 9 expressed resentment but affirmed strong resolution over the issue of regularization of casual/contract employees in the Secretariat. The association has warned of an own course of action if the service rules are violated.   

The NSSA reminded in a letter to the Chief Secretary of Nagaland that considerable representations have been made against the government’s “contemplation” to regularize the services of casual employees. “….(this) is totally against the service rules of the Nagaland Secretariat Services Rules which clearly states that the recruitment to the post of LDA/UDA should be done through NPSC,” reminded the letter appended by the association’s president H Lungalang and general secretary Sashinaro.

The association referred to the ‘OM’ issued by the PR&AR dated April 23, 2001 stating that the posts carrying the basic pay above Rs 4125-100-4725-125-6475 shall not be recruited through the NPSC. 

Surprise was also expressed that instead of responding to the request of the NSSA, the Home department is preparing a Cabinet memo to accommodate the casual employees through the back-door. The association expressed surprise at the government’s ‘wisdom’ for submitting memos without the clearance of P&AR, Finance and Law, departments etc. 

“However, by violating and violating all these rules and norms, the government is trying to regularize the services of those casual employees through the back-door; the Nagaland Secretariat service should not be diluted in any way rather the government should maintain a far-better standard of its office by recruiting well-educated and highly qualified persons in its office so as to have a standard comparable with other states in the country” the association stated. It warned of an own course of action if the government fails to heed to the plea of the association.
