
DIMAPUR, SEPTEMBER 20 (MExN): The State government through the office of the Commissioner & Secretary Works & Housing has written to the Nagaland Contractors & Suppliers Union addressed to its President making an appeal to withdraw the latter’s agitation and cooperate with the Government to enable the Government to clear all genuine liabilities.
“The Cabinet discussed the ongoing agitation by the NCSU in connection with their demand for payment of their outstanding bills, and decided to make some modifications to the earlier Cabinet decision on this issue as follows”, stated the letter to the NCSU.
According to the new decision taken, the pending bills/claims of the NCSU shall be first subjected to technical scrutiny by a Departmental Technical Committee consisting of senior engineers and accounts officers of the Departments to be constituted by the Departments concerned.
After this process is over, whatever bills/claims are cleared by the Departmental Technical Committee shall be scrutinized again by a State Level Committee of senior officers in the Secretariat consisting of the following: Addl. C.S. and Development Commissioner– Chairman, Addl C.S. and Finance Commissioner – Member, Principal Secretary, Justice & Law – Member, Commissioner & Secretary, W & H – Member Secretary and Commissioner & Secretary PHE (for PHE Bills only) – Member.
It was informed that those bills/claims cleared by the State Level Committee will be urgently processed for payment, and the Government will try to pay it within one month of its clearance by the State Level Committee. After all genuine bills/claims are cleared by the State Level Committee, the State Government will not entertain any more bills/claims so far as liabilities are concerned.
If any bill/claim is found by the Technical Committee or the State Level Committee to be doubtful or bogus in nature or involving forging of signature, or fabrication of any document/bill, or preparation of false bill/claim etc, it will be referred to SIT of Vigilance Commission for registration of criminal case and investigation with a view to punish the guilty and to clean up the system, the letter to the NCSU informed.
