KOHIMA, MARCH 31 (DIPR): Having failed to see improvement in attendance and regularity in office, Nagaland government has come out with another instruction calling upon all the employees in the Civil Secretariat to strictly comply with it.
A government memorandum issued by Chief Secretary Lalhuma in Kohima on March 29 said that the main gate into the Secretariat shall be closed every day at 1100Hrs during the summer months (April to September) and at 1030 Hrs during winter months (October to March.) Any employee coming to office later than this, without due authorisation, shall be given half day’s casual leave. A repetition shall be liable for application of ‘No Work No Pay’. Exception will be made only for those required to attend meetings or seminars outside the Secretariat or those required to attend meetings in the Chief Minister’s residential office during the day.
There have been instances in the past when employees reporting late for office have resorted to obtaining ‘visitor’s slip from the reception counter to get entry into the Secretariat. Any government employee found indulging in such an act will be liable to disciplinary action, as such conduct will amount to a discredit to his/her personal integrity and thereby causing a violation of the conduct of rules.
The Memorandum further said that any employee/official required to attend the official duties outside the Secretariat shall do so with the permission of the concerned officer and shall produce the authorization /work detailment order at the gate.
Departure during office hours for other reasons will be allowed only on specific permission or approval from the concerned branch officer / controlling officer. In all such cases, the authorization shall be confirmed by the Security Personnel from the concerned branch officer/controlling officer before the employee is allowed to leave.
The Chief Security Officer in the Secretariat has been asked to issue proper instructions to the security personnel on duty for effective execution of the order.
Issuing the office memorandum Lalhuma said reports are being received that officers and staff in the Civil Secretariat are not available during office hours and this is substantiated by the assessments made through surprise checking being conducted from time to time. ‘With regret, the restrictions have been imposed and it will come into force with effect from 1st April 2006,’ the Chief Secretary said.
