Newmai News Network AIZAWL | APRIL 27 The fourth round of peace talks between the Mizoram government and the Hmar People’s Convention-Democratic (HPC-D) will be held in Aizawl on Friday, April 28. The peace talks will begin at 11 am at the State Guest House, Chaltlang in Aizawl. The State government of Mizoram delegation will be led by Additional secretary (Home department), Lalbiakzama while the HPC (D) delegation will be headed by Working President of the HPC (D), L T Hmar. Hmar leaders including Lalthalien, a church leader, Dr. John Pulamte, David Buhril all from Manipur and Lalthlamuana Hmar and Lalrammuanpuia both from Mizoram will take part in Aizawl. Hmar leader Lalthalien said several agendas aiming at establishment of long lasting peace between the government and the militants would be discussed during the parleys. The peace talks between the Mizoram government and the HPC (D) was revived in August last year after the last parleys ended in deadlock over extension of the period of Suspension of Operation (SoO) in 2013. Mizoram Home minister, R. Lalzirliana had stated few days ago that that both the Mizoram government and HPC (D) have had held peace talks on eight occasions to find amicable solution to the Hmar political imbroglio. The first parley was held on November 11, 2010. During 2013, both sides had held peace talks on four occasions under cordial environment but the prolonged talks ended in a deadlock due to disagreement over extension of the period of Suspension of Operation (SoO). After a hiatus of three years, the peace talks between Mizoram government and HPC (D) was resumed since August last year. The Mizoram Home Minister had said that both sides respected the decisions made at the parleys and strongly pursued their assignments. The Mizoram Home minister had also stated sometimes ago that the "Government of Mizoram has strongly pursued to various departments to fulfill the assignments which it has to be done in connection with the ongoing peace talks". The HPC (D) was formed just after the surrender of the HPC in 1994. The former continued to demand for the creation of a separate autonomous district council in Hmar dominated North Mizoram adjoining Manipur.
