Mokokchung, November 19 (MExN): A State level workshop on Credit Linked Subsidy Scheme (CLSS) under Pradhan Mantri Awas Yojana- Housing for All (Urban) was held at Hotel Metsuben, Mokokchung on November 13, organized by Housing and Urban Development Corporation Limited (HUDCO) in collaboration with Department of Municipal Affairs, Government of Nagaland and Ministry of Housing & Urban Affairs, Government of India.
The workshop was attended by administrators and representatives of 12 town councils and bank officials. Dr. S. Deka, Regional Chief, HUDCO, Dimapur, and Ar. Kijum Jini, AGM, HUDCO were the key resource persons.
The programme started with a brief introduction of the mission as a whole by Kevilenuo Solo, Assistant Director, Municipal Affairs and Nodal Officer for PMAY-HFA (U).
In the main session, Dr. Deka, the Regional Chief, HUDCO presented in detail the Credit Linked Subsidy Scheme of the mission and the current status of CLSS applicants within the State. He mentioned how other North East States are performing under CLSS and that HUDCO has already released Rs. 20.00 lakh of interest subsidy claims made by Mizoram State under CLSS. He encouraged the Public Lending Institutions (PLIs) to come forward and cooperate in making the scheme a success in Nagaland.
During the interactive session, the bankers talked about their apprehension on the primary security as properties cannot be mortgaged in Nagaland State due to customary laws. To this, Dr. Deka responded that there could be alternative way such as considering the Residential Permit of the beneficiary as is issued in Mokokchung Town and loan be given to the service people who are eligible, especially the MIG-I and MIG- II category, now that the period has been extended to 2019 by the Ministry.
Also, both the Regional Chief and the Nodal Officer stated that as per the instruction of the Chief Secretary, Nagaland during the last SLBC meeting, the Municipal Affairs Department has made a draft MoA which is under submission to the Government for vetting.
Meanwhile, the HUDCO Regional Chief assured that he will request the SLBC to make an agenda for discussion in the next SLBC meeting which is yet to be convened.
