Huska rides horse-trading charge at DAN

Dimapur, June 8 (MExN): MLA Huska Sumi is convinced that the estimate of the PWD allocation for roads to legislators is a clear case of horse-trading “beyond doubt.” He states that the matter cannot be treated as normal development program “by any stretch of imagination.”

A note from MLA Sumi stated that on May 28, the SE (Designs) of CE’s office, PWD (R&B) had directed the Executive Engineer, Kohima division to submit estimates by June 15 for fourteen MLAs ‘without any specific name of works.’ The SE (Designs) had stated that “out of allocation of fund, certain amount is kept for the following fourteen VIP/MLAs at Rs. 30 Lakh each as intimated from CM’s office’s for further distribution.” The direction was given only to the EE (R&B), Kohima division out of many divisions to prepare estimates on emergency, Sumi stated. This matter is a clear case of horse-trading beyond any doubt, he observed.

Further, the appointment of an MLA as the parliamentary secretary on June 6 to “induce him to remain with the existing DAN leadership is another example of horse-trading.” “In other words, the horse-trading is openly continued to be practiced without any reservation. In a welfare state, this is unconstitutional and undemocratic action” Huska asserted.

MLA Huska urged the Governor of Nagaland to exercise his power in the best interest of the people as he is the constitutional head of the state vested with the obligation to guide the state as per the constitutional provisions of the Constitution of India.  “Moreover, the constitution has given him special power to oversee the function of the government. If any elected government mismanaged the affairs of the state, he is allowed to exercise special power to oversee the functioning of the government” Sumi added.
