Implement RIIN, review backward quota: CNTC urges Nagaland govt

Dimapur, October 5 (MExN): The Central Nagaland Tribes Council (CNTC) has demanded for the implementation of the Register of Indigenous Inhabitants of Nagaland (RIIN) in the state, as early as possible.

In a press release issued through its Media Cell on Wednesday, the CNTC said that the state government had set up various committees which had submitted reports that were approved by the Cabinet. However, these acts or policies have not been implemented in the state and the “committees were just a mere eye wash and lip service to the people.”

“When the commission on RIIN held a series of consultations with tribal organisations, the civil society and NGOs, and submitted its report to the state government, it has to act upon the report of the committee,” it asserted while calling for early implementation of the RIIN in Nagaland.

The CNTC which comprises of the Ao, Sumi, and Lotha Nagas, also demanded that the policy on ‘backward quota’ be reviewed as per the guidelines since there were some loopholes in the guidelines.

“Under the backward quota guideline the government will review the policy every 10 years but have not been carried out. Since its implementation in 1977, it has undergone several changes but in reality the state government failed to review the policy as per the guidelines,” it maintained.

According to the CNTC, a High Power Committee on backward quota has also been set but the report was yet to be implemented whereas the present government is going to end its tenure. Therefore, the state government should come out with proper guidelines as early as possible, it added.

Further, CNTC pressed for early completion of the Foothill road. The council said that the ‘People’s Road’ was not given importance by the government due to ‘unjustified development’ taking place.  “There is unequal distribution of funds and schemes and some funds meant for these areas have been diverted to those in power. CNTC has also resolved to extend unflinching support to Nagaland Foothill Road Co-ordination Committee for early completion of the foothill road,” it stated in the release.
