IMPUNITY? Recommendations rarely rectified in Nagaland

Most recommendations by the Public Account Committee (PAC), following the submission of various reports of the Comptroller and Auditor General (CAG) of India, seem to be ignored with impunity by the concerned departments or offices in Nagaland.

As per the “Follow-up of Audit observations” of the CAG’s Report on General, Economic and Revenue Sector  of Nagaland for the year ended March 31, 2019 (Report No 2 of 2020), as of  December 2019, 1649 Inspection Reports (1Rs) issued from 1997-98 onward were pending for settlement.

“The large pendency of IRs indicates absence of adequate action to rectify the defects, omissions and irregularities by the Heads of Offices and Heads of the Departments as pointed out by audit through IRs,” the CAG observed. In addition, during the same period, out of 1413, recommendations of the PAC, made during the period from 990-91 to 2018-19, only 973 Action Taken Notes (ATN) on the recommendations have been “submitted to the Public Account Committee and discussed,” it said. During 2018-19, no audit committee meeting was convened to clear the outstanding audit observations. 

“Government needs to ensure that such meetings are held at regular intervals to take necessary action on the audit observations,” the CAG added.
