
DIMAPUR, MAY 3 (MExN): The Tobu Area Students’ Union (TASU) while appreciating the State Government and all the front liners in battle against the COVID-19, has drawn attention to the situation at the Tobu in terms of healthcare, communication, infrastructure and security.
A press release from the TASU informed that 4 Sub-Centers, 3 PHCs and the only CHC at Tobu Hq. are functioning under Tobu Sub-division with lack of manpower and medical equipments. The doctors posted at PHC Yongkhao and Pessao have been on study leave for more than a decade and is managed by a staff nurse and attendant, while three doctors (1 MBBS, BAMS & Dentist each) are currently posted at CHC Tobu.
As per data collected by the union, the Department appointed only 4 doctors and 14 nurses to tackle the entire 40,150 population. The union asked the department for immediate deployment of Medical Officers at all the PHCs, ambulance for PHC Changlangshu and for immediately sending thermal scanners, more PPE and other needed equipments at CHC Tobu.
It further stated that the deplorable road condition does not allow the villagers to transport the PHH, AAY and other essential commodities.
Meanwhile pointing to the irregular power supply and network connectivity, the TASU said that students in the area are not able to access online learning platforms. Three villages namely, Shinnyu, Mienchangle and Yeangmai Village are yet to be electrified, it informed. The sub-division also has three villages, namely Shinnyu, Yongkhao and Eyeang Village with no network connection.
The TASU also said that there is need for immediate posting of separate administrative officers for SDO (C) Monyakshu and immediate posting of EAC at Mopong without any additional charge. Further it stated that there is also need for early establishment of additional EAC Hq under Tobu Sub-division to cover up Pessao, Yongkhao, Shinnyu and Tamkoang villages in the border area.
In terms of education, the TASU stated that the entire Tobu Sub-division is under the establishment of the Sub-divisional Education Officer (SDEO) as the controlling officer of the department. There are 45 Government schools and 8 private schools under this establishment. However, in the absence of the controlling officer, the smooth functioning of the department is beyond expectation, the TASU said. It informed that the SDEO of Tobu was transferred in the middle of 2019 without any replacement.
It further stated that teachers in the sub division have no knowledge of the online classes for Class 8-12 initiated by the Department of School Education, “since clear information or guideline from the concerned department is not provided yet.” It therefore demanded immediate posting of an SDEO at Tobu.
Another area of concern was security. The TASU said that after notice from the government, the union with support from village councils sealed the international border as a precautionary measure. Volunteers are on duty to monitor the border, it stated, adding that there is need for establishment of VG post at border villages such as Shinnyu village.
It further informed that additional security personnel at 6th NAP B Coy, Tobu and upgradation of OC Police station to SDPO Tobu is required.
The TASU asked the State Government to take these ammeters into consideration and act upon them.
