Innocents still victimized by extrajudicial killings: UNM-M writes to President of India

DIMAPUR, APRIL 18 (MExN): The United NGOs Mission Manipur (UNM-M) on Monday made an imperative appeal to the President of India, Pranab Mukerjee to do a follow-up of his 2013 visit while stating that innocent citizens of the North East Region still continue to be victimized by extrajudicial killings by the Indian Army, Paramilitary and the Police.   In a representation, the UNM-M requested the President of India to meet the victim families of extrajudicial execution by Indian Armed Forces while at the same time raising alarm, with highlight of “sufficient evidences” on recent atrocities/extrajudicial killings meted out by the Indian armed forces in different parts of the region including Manipur, Nagaland and Meghalaya.

The UNM-M also urged for expedition on the ongoing investigation of 1528 cases of extrajudicial killings in Manipur and hand out punishment to the perpetrators under the rule of law in India.   It pointed out that the Justice Shantosh Hadge Commission of Enquiry in 2013 had proved the killing of seven people including a 12 year old in circumstances of extrajudicial execution. It however lamented that the family members of the victims were still waiting for justice.   Also urging for repeal of the Armed Forces (Special) Powers Act 1958, the UNM-M invited the Special Rapporteur on Extrajudicial Execution to visit Manpur as a follow up of his last visit in 2012.
