Instructions on ‘Plastic Shramdan’ exercise in Nagaland

Kohima, September 30 (MExN): Chief Secretary of Nagaland, Temjen Toy, IAS called a meeting of AHoDs and HoDs to discuss issues relating to Swachhata Hi Seva – Cleanliness is Service 2019. A DIPR report stated that the meeting was held at the Secretariat conference hall, Kohima on September 30 under the chairmanship of Chief Secretary.


Addressing the meeting the Chief Secretary highlighted on the importance of getting rid of plastic and stated that on October 2 there will be disposal of plastic particularly in the form of garbage which will be sent to the cement factory to be taken care of by the Urban Development. The Chief Secretary therefore called upon all the departments for cooperation.


The Principal Secretary, Urban Development & Municipal Affairs, Himato Zhimomi shared about the entire exercise of Swachhata Hi Seva – Cleanliness is service 150th years of celebrating the Mahatma from September 11 to October 2. He also said that the conduct of Swachhata Hi Seva in other words ‘do away with plastic’ which begins on October 2 and will culminate on October 27.


Various departments shared their views and opinions on the mass exercise. The Chief Secretary hoped that the efforts given will be made successful with Plastic Free State. 


Following is the work distribution checklist for October 2:

 

General instruction to all departments

•    All level of Offices should be declared as Single-Use Plastic Free.


•    Take the Swachhata Hi Seva Pledge in all level of Offices.


•    Actively participate in the Plastic waste collection drive on October 2.


•    Issue instruction to all levels of offices not to burn plastic.


•    Submit report with good quality photographs and video clippings in both hard and soft copy for uploading in Swachh Manch Portal. Also provide information on the quantity of plastic waste collected.

 

Specific instruction to different departments

Rural Development Department and PHED:


•    Awareness Campaign in all villages.


•    Setting up of adequate plastic collection centres in all villages.


•    Collection and segregation of waste from all villages on October 2.


•    Transport the plastic wastes collected from all the villages to ULB Material Recovery Facility (MRF) within October 7.

 

Urban & Municipal Department:


•    Awareness Campaign in all the urban areas.


•    Set up adequate number of plastic collection centres in all the wards to deposit plastic waste.


•    Set up sheltered Material Recovery Facility (MRF) in each ULB.


•    Collect and transport plastic wastes from ward level collection centres to the MRF.


•    Furnish report along with good quality photographs and clipping in both hard and soft copy to the Office of the Urban Development Department.


•    Organize mass plastic waste collection drive on October 2 in all the ULBs.


•    Provide information on quantity of plastic wastes collected.

 

School and Higher Education institutions:


•    Awareness campaign in all schools and Colleges.


•    Administer pledge to all students and school authorities.


•    Set up adequate number of plastic collection centre in respective schools/colleges to deposit plastic wastes.


•    Organize mass plastic waste collection drive on October 2.


•    Furnish report along with good quality photographs and clipping in both hard and soft copy to concern Department.

 

PWD- National Highways and Road & Bridges:


•    Organize mass plastic waste collection drive throughout the State on October 2 on all State Highways and National Highways along the roads and drainages.


•    Transport the plastic wastes collected from the Highways to the ULB Material Recovery Facility (MRF) within October 7.


•    Furnish Report along with good quality photographs.


•    Explore the possibility of using plastic waste in road construction.

 

Police & Paramilitary:


•    Organize mass plastic waste collection drive throughout the State on October 2 in respective Offices, battalion units and camp areas.


•    Extend assistance to District Administration by rendering manpower and resources.

 

Industries & Commerce:


•    Identity and assist entrepreneurs and Self Help Groups for manufacture of alternative products for plastic bags.

 

Tourism, Sports & Youth Resources, Art & Culture:


•    Organize mass cleanliness drive for plastic waste in all Hotels, lodges, tourist destinations/spots, play grounds & stadiums.


•    Instruct Hotels and Restaurants to declare Single-use Plastic free and carry out plastic cleanliness drive in respective establishments.

 

Health & Family welfare:


•    Organize mass plastic waste collection drive throughout the State on October 2 in all hospitals/clinics (Government & Private) across the State.
