Issues and grievances pertaining to prisons in Nagaland were discussed during a joint coordination meeting of officers from the Central and District Jails with Prisons Advisor H Haying at the Prisons Headquarters in Kohima on Wednesday. The house discussed concerns for streamlining the department, prison and prisoner reforms and better management including need for review of staff cadres, lack of medical workers and services, quality infrastructure and maintenance among others.

Advisor of Jails, Printing & Stationery, H Haiying in his address lauded officers for being custodial officers and giving their best in grooming their staffs and inmates which is a great contribution to the society. He said, “Causalities or infection of COVID-19 among inmates because of coordinated efforts and dedication of the officers.”

On the sidelines of the meeting, the advisor, while interacting with media persons, said the department was working its best to ensure that jail inmates do not become liabilities after leaving the facility. In this line, the department conducts vocational and skill training for the inmates to enable them to earn their livelihoods once upon release. 

On the condition of infrastructure of Jails across the state, Haiying said although the buildings were in use for an extended period, the department renovates it from time to time. The advisor further added that proposals for coming up with additional facilities apart from various restoration works have been put up. Mentions maybe made that a PIL matter is pending in the court for non-completion of District Longleng Jail. 

The officers and staffs while sharing their grievances gave suggestions for better management of jails in Nagaland. Jails are one of the emergency services in the society which can never be closed and hence Rupin Sharma, IPS DG Prisons, Director General of Prison, HG & CD and SDRF gave suggestions for improving the functioning, infrastructure and efficiency of jail in Nagaland.

Measures for streamlining the department, Prison and Prisoner reforms and better management were discussed in the meeting. Fore mostly, a need to review the cadre strength was viewed necessary as the sanctioned strength was only 584 which does not include temporary staffs who cannot perform core duties. While the inmates were constantly in need of medical attention, the absence of a regular medical staff including a doctor was also put up. Proper infrastructural facility and maintenance among others were discussed. 

The Advisor later assured to take up the issues with the government of Nagaland and other concerned departments.
