From every point of view, Manipur State is like a volcanic eruption zone in comparison with other States and Union Territories of Indian Union. None can deny the ingrained bottom to top corruption, Nepotism and hoodwinking of, especially, Tribal people in the state, where Tribal are considered as third class and unbonafide citizen of Manipur. There is no justice from the communal community for the Tribal people physically, socially, economically, culturally and financially. Even the basic constitutional rights are denied by the majority community through treacherous state’s amendments acts without the consent of the Tribal People and its Apex Tribal Bodies, Social Organisations, Public Leaders, Political Leaders, Women Organisations, Religious leaders and students’ bodies. The inimical Government of Manipur’s divide and rule policy, anti-Tribal governing systems directly or indirectly rejected and divided the Tribals dumping them into sewer. All these angles clearly call for Manipur State disintegration which is inevitably happening now. The majority community upraising for Manipur state’s integrity is cosmetic as on the other hand they reject Tribals pushing them out from the room of article 371 © and nailed them on the wall in paralysis condition for meiteis materialistic gains from the Tribal quota. Will anyone be able to justify Manipur State’s Integrity in such unconstitutional scenario? Who has divided Manipur State? Is it by the Tribals? No, the Manipur State has already been divided by the Meiteis into two parts namely, Tribal Areas and Valley areas. Tribal areas are like the death bodies without spirit and blood in a cacass. The Chief Minister of Manipur, right from the beginning has pre plan that, he is not trying hard for state integrity but to grab Tribal land and extracts its resources and create opportunities for its Valley people. Thereby, Meiteis can enjoy cent percent in the valley areas without hindrance. Out of the countless dirty policies, an instance of C.M’s open secret evil designs may be mentioned, which is, his political mission to suppress the Tribal people in the state, as such by enactment of ADC’s amendment act is a practical proof.
In fact, the Iscariot Judases who illtreated and misruled Tribals by suppressive governing Tactics in Manipur State since 1947 till date i.e. 67 years and counting. Why are the Tribals people mums for several decades of their sufferings of such long years? As such, we fervently call upon all tribal communities, Gaon Buras, Tribal apex Organisations, public leaders, social leaders, churches leaders, Intellectuals, women leaders, student leaders, youth leaders, Bureaucrats, political leaders. Let us keep God in the centre, join hands and put out heads together without bias among the Tribal communities with one voice, one Target for our present and coming generations. Let us fight for our Democratic rights and not fight the communal Meiteis. The Tribals can live together in unity and oneness in a building with any community but completely separate kitchen, separate room, separate floor. The nomenclature of that Room is, “Autonomous Sccutland state Within State”, Basing on incorporation of Indian constitution articles 244 (a), 275 (1) (2), 371 (a), 371 (c) and if necessary more articles may be added for good governance of separate Tribal administration in the hill areas. As a matter of fact, the SCCUTLAND State demand committee submitted two memorandums to the Prime Minister of India and discussed for SCCUTLAND state nearly three (3) hrs in New Delhi. The GoI offered 6th schedule for the Tribal people of Manipur State. That, the Tribal Leaders refused to accept 6th schedule as the demand committee aspires settlement based on Article 244 (a) which provides for separate MLA, separate Assembly, separate secretariat located in hill areas, separate budget directly from Delhi/Central Government. Therefore, the separate hill Tribal Areas demand committee fervently appeal to all Tribal people pray to our Heavenly Father for His special blessings to grant the Tribal people their genuine demands. The Israelites suffered forty (40) years whereas Tribal People of Manipur have been suffering for seventy (70) years in the hands of Meiteis. Exploitation of tribals in the state has been excessive and horrible, have become intolerable in the hand of cruel majority community. Therefore, the Autonomous Sccutland state demand committee (ASSDC) strongly appeals Join action committee (JAC) of Telangana State, Karbi Anglong State, Garo State, Bodo Tribal Council State demand committee, to organize a common Joint Action plan Committee (JAPC) for their common strategy to press Govt. of India for setting up state Reorganisation commission which can seriously look into the matter of humane problems of Indian citizens if GoI considered them as Indians. Democracy has never permitted governments to siphon off Tribal funds by the mighty community alone, to live well off and suppress the weaker sections of the Indian mass who are poor citizens like Tribals of Manipur state. In this matter, the respective demand committee, let us join hands with equal status, mutual respect and following democratic principles to fight together for all of our democratic rights enshrined in the constitution of India which is the largest democracy country in the World.
