Newmai News Network Imphal | July 25 The State Government of Manipur has already urged the Ministry of Home Affairs (MHA) to review whether the Kuki armed outfits under the Suspension of Operation (SoO) are following the ground rules of the SoO. This was stated by Chief Minister N. Biren Singh during the fourth day of the ongoing second session of the 11th Manipur Legislative Assembly on Monday. The Chief Minister was replying to a Zero-Hour observation of Opposition MLA K Ranjit Singh on the recent killing of an 18-year-old girl by a cadre of the Kuki National Army (KNA) in Moreh which had even led to an upheaval in the border town. In his reply, the leader of the House said unwanted incidents seem to be frequent in areas where there are SoO cadres. Following reports of such incidents and of cadres carrying arm-weapons openly outside their designated camps, the State government has urged the MHA to review the SoO ground rules and whether the outfits are following them, he added. The Chief Minister also said that the accused in the Moreh killing incident is already in police custody and since the crime is women related, the case will be handed over to the recently inaugurated fast track court for Crimes Against Women so that the guilty is punished at the earliest. The Chief Minister also expressed that his government takes the issue of erecting MPCC President TN Haokip's photo in a party related hoarding seriously and as such cancelled the contract of the erring printing agency. He said the error was not intentional on the part of his party nor pre-planned by them. Meanwhile, Opposition MLA Kh. Joykisan Singh raised a Starred Question whether there is any plan to establish and deploy "Highway Protection Force" in the National Highways of Manipur, and if so, the time by which it will be established. In his reply, the CM said there is and it will be established as and when approval from the concerned Ministry is received.
