The first session of the 12th Nagaland Legislative Assembly (NLA) will begin on March 14 at the Assembly Hall of the Nagaland Assembly Secretariat, Kohima.
The session will begin at 9:30 AM with the oath of office and secrecy and affirmation, which will be administered by the Pro-tem Speaker Namri Nchang to all 59 elected members. This will be followed by the election of the Speaker for the 12th NLA, where former parliamentary secretary for social welfare and women development Chotisuh Sazo is reportedly the only candidate, who filed nomination papers for the post of Speaker.
On March 15, the day will begin with Governor’s Address, where Nagaland Governor Nikhil Kumar will address the Members of the House, followed by Obituary References and Moving of Motion of Thanks to the Governor’s Address.
On March 16, Chief Minister Neiphiu Rio, who also holds the finance portfolio, will present two Supplementary Demands for Grants for Regularization of Excess Expenditure for the year 2007-08 and 2012-13. This will be followed by the presentation of Vote on Accounts for the first four months of 2013-2014, instead of full Budget. There will also be an introduction of Government Bills, followed by Debate on Motion of Thanks to the Governor’s Address.
On March 18, there will be laying of reports, Debate and Adoption of Motion of Thanks to the Governor’s Address, Discussion and Voting on both the Supplementary Demands for Grants for Regularization of Excess Expenditure, followed by Introduction, Consideration and Passing of Nagaland Appropriation (No. 1 and 2) Bills, 2013 and Consideration and Passing of Government Bill.
On March 19, the final day of the Session will begin with Question Hour, Laying of Reports, Discussion and Voting on Vote on Accounts for the year 2013-2014, Introduction, Consideration and Passing of Nagaland Appropriation (No. 3) Bill, 2013, Announcement of the Constitution of various Financial and Non-Financial Committees by the Speaker and Announcement of Panel of Chairman. After finishing the Business of the Session, the Speaker will announce the Assembly Session sine-die.
