The Nagaland Pradesh Congress Committee (NPCC) in its manifesto for the February 23 polls has stated that it would ensure dignity, respect and equality of opportunity to public servants.
“We are sad that Nagaland Retirement and Public Employment Act of 2009 had forced-retired many faithful servants and also deprived them of 6th ROP financial benefits although GOI had generously given Rs. 712 crore,” stated a manifesto.
The manifesto points out that the Congress shall examine the grievances of the employees given forced retirement and deliver justice wherever found wanting. Terming the two-tier system of retirement age adopted by the NPF led DAN government as a “biased political decision,” the Congress manifesto stated that it shall review superannuation issue and restore justice to its rightful place.
“When an employee retires, pension papers shall be delivered along with release order. We shall review pension system, and rules covering private institution,” the manifesto stated. The Congress manifesto also promised that it shall implement 5% re-employment policy of the state government for ex-servicemen in the state police force. “We shall create post-retirement self-employment avenues for forcefully retired employees,” it stated.
Further, the manifesto stated that the Congress shall resolve the unskilled work charged employees’ problem once and for all. Also stating that the state has about 70,000 unemployed youth as per record, the manifesto stated that Congress shall address the unemployment problem on a war footing by generating job opportunities, both in public and private sectors.
It also promises to set up industries to the taste of the youth with special attention to hardware and software development in information technology, to set up more training institute to develop skill for their employability, provide unemployed allowance to graduates and above. The manifesto also states that the Congress shall set up Backward Reservation Monitoring Cell in the Secretariat to ‘ensure that job reservation policy is implemented in letter and spirit.
