Nagaland: Election observers hold meetings to ensure fair & free poll

Dimapur, February 9 (MExN): In view of the forthcoming General Election of the 14th Nagaland Legislative Assembly, the Election Commission of India (ECI) has appointed election observers for all the assembly constituencies. On arrival, the election observers have been conducting coordination meetings with polling personnel, district administration, election department officials, and police officials. 

Kiphire: The Police Observer for 59 Seyochung- Sitimi Assembly Constituency and 60 Pungro-Kiphire Assembly Constituency, Dr Amandeep Singh Kapoor IPS reached Kiphire district on February 7. 

The Police Observer had a meeting with the Superintendent of Police, Kiphire, K Swarnambika IPS and the other officers and NGOs of DEF Kiphire as well the Sector Commanders under Kiphire district at the SP Office Conference Hall on February 8 to take stock of the security arrangements being made in respect of Kiphire district. 

During the meeting, SP Kiphire and Additional SP Kiphire briefed the Police Observer on the profile of the district and the various security arrangements that are being made with regard to the Legislative Assembly Elections under Kiphire district.

The Police Observer called upon the officers present to make sincere efforts towards ensuring a free, fair and peaceful election in the district. 

This was stated in a press release issued by S Lanu Aier, Addl SP Kiphire & PRO, DEF Kiphire.

Meanwhile, a coordination meeting with General Observer Dr Sridhar Babu Addanki, IAS, Dr Amardeep Singh Kapoor IPS, Police Observer, BK Vishnu Priya IRS, Expenditure Observer, Swarnambika IPS, SP Kiphire and T Wati Aier NCS, DC Kiphire was held at the DC conference hall on February 8. The meeting was attended by law enforcement agencies and administrative officers.

Encouraging the gathering, the General Observer said, “It is very important to know each other for better coordination for timely action.” He also appealed to know ones duties and responsibilities.

The observers also took part in the discussion. Communication plan and other logistics were also discussed in the meeting.

Hand on training on EVM for the three observers was also held.

Mokokchung: The Election Observers for Mokokchung District, Prashant Kumar Panda IAS, Alka Srivastava IAS, and Kamal Saroch IAS had an interactive meeting with the District Administrative Officers, Election Department Officials, ROs, AROs, and Police officials to get an overall view on the preparation for the forthcoming General Election at DC's Conference Hall Mokokchung on February 9.

During the meeting, DC & DEO Mokokchung Shashank Pratap Singh IAS presented a brief overview of electioneering machinery set up in the district for smooth conduct of the election, while SP Mokokchung, Manoj Kumar IPS briefed them on the security setup for the election in the District. 

Election Observers put forward some of the observations made and suggested the concerned officials for necessary action, stated a DIPR report. 

Pughoboto: A coordination meeting was held between the General Observer of 13th Pughoboto Assembly Constituency, Aditya Prakash IAS, Expenditures Observer Vasanth Geasan, Sector Magistrate & Nodal Officer of 13th Pughoboto AC at DB's hall ADC & District Election office Pughoboto on February 8. 

General Observer Aditya Prakash inquired about the manpower, transport, EVMs, VVPATs, and reserve EVMs, Model Polling Station and highlighted the Model Code of Conduct and its implementation. He emphasized the importance of mapping exercises, flag marches, toll-free numbers, area domain exercises, inter district cheek posts to ensure a free and fair election. He also informed that once the list of candidates is finalised ballot paper has to be printed as per the Guidelines of the Election Commission.

Expenditures Observer Vasanth Gesan informed the importance of the Video Surveillance team, Video Viewing team, Accounting team, Media Certification & Monitoring Cell, and Flying Squads. He advised all the teams to work in coordination to ensure fair and free Elections.

Shamator: The 58th AC Shamator-Chessore Election Expenditure Monitoring Team held a meeting under the chairmanship of Bodi Kapfo NCS RO Shamator. The RO explained in detail the importance of the EEM team and also the duties of Election Agents. 

The RO Office introduced a 24x7 joint Control Room for all necessary help and report any complaints. Vikas Choudary IRS Expenditures Observer of 58th AC also summarized expenditure guidelines clearly to all political expenditure agents. 

Tuensang: Details and contacts of observers and election-related personnel of Tuensang district have been given out to the public for any election-related queries and complaints.

Mon: DC and DEO Mon, Ajit Kumar Verma notified that to facilitate free and fair conduct of the General Election to the Nagaland Legislative Assembly, 2023, and to enable public and political parties to lodge complaints on election-related matters, a Complaint Monitoring Control Room/Call Centre for Mon district has been set up at the DC & DEO, Mon.

Longleng: DC & DEO, Longleng Dharam Raj has informed to all that the observers appointed by the ECI have arrived and are stationed at DUDA Rest House, Longleng.

EPICs for voter’s identification 
Kohima:
DC and DEO Kohima Shanavas C IAS have, in a notification, informed the general public that as per the Election Commission of India’s directives, all the electors who have been issued EPICs should produce their EPICs for their identification at the Polling Station.

Those electors who are not able to produce the Electors Photo Identity Card (EPIC) shall produce one of the following alternative photo identity documents for establishing their identity: Aadhaar Card; MNREGA Job Card; Passbook with photograph issued by Bank/Post Office; Health Insurance Smart Card issued under the scheme of the Ministry of Labour; Driving License; PAN Card; Smart Card issued by RGI under NPR; Indian Passport; Pension document with photograph;     service identity cards with photographs issued to employees by Central or State Government, PSUs or Public Limited Companies; Official identity Cards issued by MPs, MLAs, MLCs; and Unique Disability ID (UDID) card, M/o Social Justice & Empowerment, Government of India.

The notice further stated that the Commission has decided to issue a 'Voter Information Slip' to the voters in place of a Photo Voter Slip. Voter information Slip will include information like Polling Station, Date, Time, etc., and will be distributed at least 5 days before the date of the poll to all enrolled electors by the District Election Officer. However, Voter Information Slip alone will not be allowed as proof of the identity of voters. Electors are required to carry EPIC or one of the 12 Alternative documents as specified by the Commission. 

The poll for the 14th Nagaland Legislative Assembly Election will take place on February 27 (Monday).
