
Kohima, September 22 (MExN): The Government of Nagaland has constituted a Job Reservation Commission to examine and submit a report on the Reservation Policy in Government employment and to make recommendations for a suitable policy governing equitable representation of various tribes of the State in Government employment.
According to a notification issued by the Commissioner and Secretary, Personnel and Administrative Reforms Department, Mohammed Ali Shihab, IAS, the Commission is composed of R Ramakrishnan, IAS (Retd.) as Chairman; AHoD of Home Department/Home Commissioner as Member; AHoD of Law & Justice Department as Member; AHoD of Higher and Technical Education Department as Member; and AHoD of P&AR Department as Member Secretary.
The Commission has been empowered to access all Government records and documents it deems relevant to its duties. It also has the power to call any Government official or Department to brief the Commission on issues relating to its terms of reference.
The terms of reference for the Commission include examining the Constitutional and statutory provisions governing reservations in Government employment in the Central and various relevant State Governments. It will also critically examine the educational and economic parameters applied for determining the criteria for reservation.
The Commission will study the existing job Reservation Policy in the State and its impact on the representation of various categories in Government employment. It is tasked to hold comprehensive consultations with representatives of Apex Tribal bodies and other stakeholders, including students and employees' associations, on the equitable application of the reservation policy.
It is also mandated to evolve and propose suitable criteria on which a tribe may be considered for reservation in Government employment, the overall percentage of reservation, and the inter se distribution. Additionally, it will examine the extent to which reservation in Government employment may address the defined backwardness of a tribe and the period for such reservations.
The Commission will review the implementation and monitoring mechanism of the Reservation Policy, identify gaps and suggest suitable measures, including appropriate technology interventions to make the mechanism robust, error-free and foolproof.
Based on its terms of reference, the Commission will make recommendations for the Government’s consideration. It will also examine such other matters as the Government may hereafter refer to it. The Commission has been directed to submit its report within six months.
The Home Department will provide suitable office space and requisite secretarial and logistical services to the Commission by drawing upon the resources available with various other Departments if required. The Finance Department will make provision for the necessary budget to meet the expenditure requirements of the Commission. The details of the remuneration or honorarium of the members will be notified separately.
