
DIMAPUR, APRIL 9 (MExN): The Confederation of Chang Students Union (CCSU) has written to the Additional Chief Secretary, P & AR Department making a request to rectify the anomaly detected in the maintenance of Roster System for Chang Tribe BT Quota Reservation Policy under EAC (reserved post) and to allocate the same as backlog in the current NCS/NPS/NSS/Allied services recruitment 2012-13.
The representation signed by Y. Hongkin Chang, President and Changsang Chang, General Secretary CCSU has requested for “necessary rectification of the skipped EAC post (reserved post for Chang Tribe) as per Roster Distribution for the Six (6) BT of Eastern Nagaland under 25 % Job Reservation Policy, and as detected in the BT post allocation for the past 10 years consecutively and re-allocation of the same as backlog, without disturbing the normal Roster policy of BT Quota distribution as laid down by the Government of Nagaland thence”.
The CCSU mentioned that the Chang Tribe has forfeited one (1) number of EAC post during Roster distribution under 25 % Job Reservation Policy for the 6 Tribes of Eastern Nagaland in the past 10 years, which was skipped in the year 2008-09. The representation went on to note that the remaining 5 Tribes of Eastern Nagaland viz. Sangtam, Konyak, Phom, Yimchungru and Khiamniungan has availed Three (3) Nos of EAC Posts till date since 2002-03 whereas Chang Tribe is still lacking behind with only Two (2) Nos of EAC posts.
“Hence, suppose if any of the remaining 5 Tribes of Eastern Nagaland under 25 % Job Reservation policy are to be reserved an EAC Post in the current recruitment 2012-13, then those Tribe(s) would jump to Four (4) EAC posts availed, leaving Chang Tribe still with Two (2) EAC posts, making it 50% behind as compared to those Tribe(s)”, the CCSU stated.
Further, as proof of this anomaly, the Government of Nagaland and the Department concerned along with the Commission have been requested to take a survey of how many from the Chang Tribe are presently serving as EAC (recruited under BT). Again the concerned Authority(s) are also requested to check whether Chang Tribe has been forfeited an EAC Post during Roster implementation. The representation informed that presently there is only one (1) number of Chang Tribe serving as an EAC probation (recommended by NPSC in 2011-12) recruited under BT Quota.
Citing all these reasons, the CCSU has urged the government to allocate the “skipped EAC BT post of the Chang Tribe as backlog so that the Reservation Policy of the Government of Nagaland can be justified and maintained appropriately for any future references”.
The CCSU also appealed that the Chang Tribe has not availed Gazetted (Class II) post since 2008-09, and as such this matter should also be taken into consideration while distributing such Posts under Roster System implementation of 25% Job Reservation Policy for the Six (6) Tribes of Eastern Nagaland. The CCSU has called for prompt and urgent action to be initiated to the request put forward before the NPSC begins its viva-voce 2012-13. The Union also requested the Additional Chief Secretary, P & AR Department to kindly intimate to the CCSU before the due date so as to “avert further untoward actions and restricted remedial measures arising out of this issue”.
