Along with the rest of the country, the 22 day long Gram Swaraj Abhiyan (Village Self-Governance Campaign) will be launched on April 14 and will continue till May 5 in Nagaland. This was announced by Home Secretary, Rovilatuo Mor at a press conference held at the Chief Secretary’s Conference Hall on April 13.
The campaign is based on the directive issued by the Ministry of Panchayati Raj, Government of India, where all the States in India will be commemorating the campaign with Dr. Ambedkar’s birthday also known as the Social Justice Day and conclude with the Aajeevika Kaushal Vikas Mela on May 5.
The main objective of the campaign is to promote social harmony, reach out to the poor rural households, obtain feedbacks on ongoing programs, enroll in new initiatives, focus on doubling farmer’s income, enhance livelihood opportunities and re-emphasize national priorities such as cleanliness and strengthen Panchayati Raj Institutions.
An important aspect of the campaign will be the public disclosure to Gram Panchayats regarding desegregated funds and the activities to be carried out in each GP area, for each of the schemes implemented by the line department.
Depts executing central schemes unaware of each other’s activities
Rovilatuo Mor, who is the nodal officer for the campaign stated that despite the series of programs and schemes initiated by the GoI to uplift and strengthen the rural masses, the different departments in Nagaland executing the programmes are not aware of each other’s activities therefore the departments are unable to build up the desired achievement in implementing the programmes.
“Very often one department is not aware of what the other department is doing. There always are lacunae, a communication gap for an effective convergence of the projects,” said Mor. The campaign, however, will enable all the implementing agencies of various rural bases to come together and share with one another for the dissemination of the programs to the masses.
The Home Secretary, therefore, said the GoI has come up with “Gram Swaraj Abhiyan” where all the agencies and departments can come together and share their activities and also disseminate the information regarding their activities to the masses. Activities will be undertaken on important commemorative days that is April 14 - Ambedkar Jayanti, April 18 - Swachch Bharat Parv, April 20 - Ujjwala Panchayat, April 24 - Rashtriya Panchayati Raj Diwas, April 28 - Gram Shakti Abhiyan, April 30 - Ayushman Bharat Abhiyan, May 2 - Kisan Kalyaan Karyashala.
The 22 days earmarked for the program will focus on strengthening the implementation of the central programs and schemes and creation of awareness.
Itinerary of activities lined up during the 22-day campaign
On April 14, the Department of Social Welfare will organize a program to commemorate the birth anniversary of Dr. B.R Ambedkar and commemorative celebrations will be held at the National and District level. The department will also invite schools, colleges and other departments to participate in the programme.
PHE Department in collaboration with district administration will organize a state-wide cleanliness movement at all the Gram Panchayats especially which are not open defecation free (ODF) on April 18.
On April 20, Department of Food & Civil supplies and Chief Electrical Inspectorate (Department of Power) will organize an event wherein 838 villages have been identified to be covered under the Ujjwala Panchayat programme. The department will also organize programs on distribution of LPG gas cylinder and LED bulbs.
On April 24, the Department of Rural Development will organize a state level VDB & Village Council conference wherein 6000 members are expected to attend. The departments also informed that seminar and conference will be organized and resource person will be roped in from outside the state.
Gram Shakti Abhiyan (Block/ District beneficiary Sammelan/ recognition) programme will be held on April 28 under the aegis of the Rural Development. On this day, the beneficiaries will be distributed the entitlements of important schemes viz. Pradhan Mantri, Awas Yojana, Pradhan Mantri Sobhagya Yojana at various District level.
On April 30, Ayushman Bharat Abhiyaan programme will be organized by the Department of Health and Family Welfare. The programme will witness dissemination of information regarding Medical Insurance/Ayushmaan Bharat scheme as well as other subject matters such as vaccination; mother child care etc to the targeted beneficiaries in the Gram Panchayat level meetings. A drive would be initiated for collecting additional information for each eligible household.
Kisan Kalvaan Karvashala programme (Block level) will be held on May 2 by the Department of Agriculture and Farmers Welfare. Awareness campaign and training programmes will be organised at Block level in order to disseminate information as well as intervention for doubling the income of farmers by 2022.
Finally, Aajeevika & Kaushal Vikas Mela will be held on May 5, 2018. A joint endeavour of DAY - NRLM, DDU-GKY (Ministry of Rural Development) and Ministry of Skill Development, Aajeevika Diwas will be celebrated at the National, State and District / Block Levels.
